Variability represents diversity or heterogeneity in a well characterized population. The true variability does not disappear with better measurement. The term uncertainty covers stochastic uncertainties, structural uncertainties representing partial ignorance or incomplete knowledge associated with poorly-characterized phenomena and uncertainties of input data. We can only reduce the uncertainties by obtaining the better information.
