Integrated Public Alert and Warning System Overview 21 January 2010

Executive Order 13407: says: “It is the policy of the United States to have an effective, reliable, integrated, flexible, and comprehensive system to alert and warn the American people…” “establish or adopt, as appropriate, common alerting and warning protocols, standards, terminology, and operating procedures for the public alert and warning system to enable interoperability and the secure delivery of coordinated messages to the American people through as many communication pathways as practicable…” “administer the Emergency Alert System (EAS) as a critical component…” “ensure that under all conditions the President of the United States can alert and warn the American people.” The IPAWS Program Management Office was formed to implement the Executive Order

IPAWS Mission To build and maintain an effective, reliable, integrated, flexible, and comprehensive system that enables the American people to receive alert and warning information through as many means as possible. The IPAWS will provide the President the ability to address the American people in situations of war, terrorist attack, natural disaster, or other hazards. The IPAWS will provide local, state, and federal alert and warning authorities integrated services and capabilities enabling them to alert and warn their respective communities, via multiple communications methods of any hazard impacting public safety and well-being The IPAWS will: • Diversify and modernize the EAS • Create an interoperability framework by establishing or adopting standards such as the Common Alerting Protocol (CAP) • Integrate with and provide federal, state, and local alert and warning message access to multiple broadcast and other communications pathways to enable alert and warning messages to reach the public through as many means as possible • Partner with NOAA to enable seamless integration of message transmission through National networks. • Enable alert and warning to those with disabilities and those without an understanding of the English language • Allow the President of the United States to speak to the American people under all emergency circumstances 4
