US Army Corps of Engineers Once upon a time … in a far away land (South Korea) CH2M Hill decided to build a US Army base funded by two allied countries US Government had international agreements and a model they said would work They said would work … but never attempted before in NATO Original completion 2013; now 2017 Original estimate $7M; now $11B Largest Corp of Engineers program since 1914 Largest peacetime DOD Relocation Program ever US Army Corps of Engineers

Now What exactly are we Building? … A small US City in a foreign land 44,000 people- the size of Littleton, Colorado or Biloxi, Mississippi US Army Mission Support- Tactical Vehicles, Rotary, Maintenance and Training and Command HQs Military and Family Housing Shopping Malls and Community Centers Elementary, Middle and High Schools Medical Facilities- New Hospital, dental centers, etc Entertainment Complexes World Class Golf Course

What did we get … US Government: Trust us – Quality is No. 1! Korea Government: Do as we say - Cost is No. 1! Who are we: K-C PMC - CH2M HILL managing partner and 35% ownership with 4 Korean construction management companies What did we get: 2 governments, 3 Contracts and 24 task orders to date Contract value over 10 years - $500M to our Consortium Foreign exchange rate that fluctuates more than the program baseline schedule and costs! Over 300 people strong today - 60 expats on the ground
