Streamlining Of Business Permits And Licensing Systems (BPLS) Legal Basis: Republic Act No. 9485 or the Anti-Red Tape Act of 2007 (ARTA) An act to Improve Efficiency in the Delivery of Government Service to the Public by Reducing Bureaucratic Red Tape Preventing Graft and Corruption and Providing Penalties Thereof The Joint DTI-DILG Department Administrative Order No. 1, series of 2010 on the “Guidelines in Implementing the Nationwide Upscaling of Reforms in Processing Business Permits and Licenses in all Cities and Municipalities in the Philippines (JDAO).” DILG-DTI Joint Memorandum Order No.1 Series of 2010 on “Guidelines in Implementing the Standards in Processing Business Permits and Licenses in all Cities and Municipalities”

Streamlining Of Business Permits And Licensing Systems (BPLS) Key Features (Minimum Standards for processing Business Applications): Unified and single application for new applications and renewals Limit number of steps in processing of applications to five (5) Reduced signatories in the transaction to five (5) Limit processing time from date of submission of application to the LGU New applications – 10 days (5 days for best practice) Renewals – 5 days (one day for best practice)

Local Investment and Incentives Code (LIIC) ‘Capacitating LGU’s on Local Investment Promotion’ Recognizing the important role of the LGUs in creating an environment favorable to the inflow of private investments, the DILG and the DTI worked together to create the Local Investment and Incentives Code (Joint Memorandum Circular No. 2011-01 series of 2011 on Formulation of LIIC) The joint undertaking aims to make the local government units more competitive and more business-friendly

Local Investment and Incentives Code (LIIC) ‘Capacitating LGU’s on Local Investment Promotion’ DILG and LGU League’s role is to advocate LGUs to reform and implement more aggressive activities on investment promotions DTI supports the effort of DILG through BOI, which is the lead agency in investments promotion and development of industry, in assisting LGUs in the following areas: In the review and/or formulation of Local Investment and Incentives Code (LIIC) and Investment Priority Areas (IPA) In their investment promotion activities such as Investments Conference, Business Matching Sessions, Inbound and outbound missions, among others.

Creation of the Investments Ombudsman (IO) Team By virtue of Office Order No. 327, series of 2014, that took effect on June 1, Ombudsman Conchita Carpio Morales created the Investment Ombudsman Team (IOT), and has named Overall Deputy Ombudsman Melchor Arthur H. Carandang as the Investment Ombudsman of the team Aims to expedite resolution of investor issues and concerns through prompt action on investors grievances and speedy resolution of its complaints To encourage local and foreign investors in the country and improve global competitiveness

Creation of the Investments Ombudsman (IO) Team IO is the grievance desk for the following concerns: Delays in the delivery of frontline government services, i.e. establishment or conduct of business; Solicitation, demand or request by a government official or employee in exchange for the issuance of licenses, permits and certificates, the release of shipments and cargoes, as well as arbitrary assessment of fees for the conduct of business; Issuance of licenses, permits and certificates in relation to business to any person otherwise not qualified or legally entitled; and Any other delay or refusal to comply with the referral or directive of the IO team.

Creation of the Investments Ombudsman (IO) Team “With the establishment of the investment ombudsman office, we advance the policy thrust of the Aquino administration for good governance and transparency, and attract more investors in the country,“ DTI Undersecretary Ponciano C. Manalo, Jr.

GOVERNMENT AGENCIES UNITE FOR BUSINESS REFORMS Signing Ceremony and formal launching of reforms under the National Competitiveness Council (NCC)’s Gameplan 3.0 synergizing government processes related to easing the conduct of business in the Philippines.
