RFQ for On-Call Environmental Consulting Services – Project 693 The City of Houston (City) invites interested firms to submit Statements of Qualifications (SOQ) to provide On-Call Environmental Consulting Services to the Houston Airport System (HAS) for George Bush Intercontinental Airport (IAH), William P. Hobby Airport (HOU) and Ellington Airport (EFD). The DBE Goal for this project is 30%. Three years with two 1-year options to extend. General Information Objective Scope of Work The term of service awarded under this RFQ will be a maximum of five (5) years and the aggregate total amount shall not exceed $5,000,000.00. Scope of Work Actual work undertaken will be by separate and distinct task orders. A scope of work and estimate of costs will be required for each assignment prior to issuance of a notice-to-proceed (Letter of Authorization). Any work product generated under this contract will be delivered in printed and electronic format along with its components, such as data files, text files, image files, spreadsheets, graphs and tables.
General Information Services may include, but are not limited to, the following areas: Air quality assessment and permitting Environmental specifications for construction projects Aviation noise services Water quality assessment and permitting Review of technical documents and reports Site assessment and remediation Litigation support Storage tanks Regulatory negotiations Spill Prevention (SPCC) Testing and evaluation of environmental control systems Emergency response coordination, sampling, and oversight Training Waste management Sustainability Master Plan Environmental Management Information Systems National Environmental Policy Act (NEPA) and General Conformity review of capital development projects Environmental Design Energy efficiency Tenant compliance and oversight Data Management (GIS/ArcINFO) Contractor oversight of third parties lead activities Design reviews All prospective Respondents are advised that some of the services described herein may not be required under this contract. HAS reserves the right to initiate additional procurement action for any of the services that are described herein.
Instructions To Respondents Selection Process and Contract Award Submittals will be evaluated by a Selection Committee consisting of City personnel together with any non-City personnel the City chooses to include in the evaluation process. Selection will be based on the Evaluation Criteria herein. Step One: Based on the number and quality of responses to this RFQ, the evaluation committee may form a ranked, short list of respondents whose qualifications provide the most desirable methods for providing the services. Note: If a clear, first-place respondent is identified, the respondents will be notified of such, and there will be no Step TWO. However, in the event no clear, first-place respondent is identified by the evaluation committee, the evaluation committee will receive oral presentations/interviews by up to three of the ranked, short-listed respondents identified in Step ONE. Step Two: After the oral presentations/interviews (if required) are completed, a final ranking will be established by the evaluation committee.
