Welcome to Shasta County. Our delegate to the ESJPA group is Supervisor Les Baugh, and our alternate is Pat Minturn, Director of Public Works. I’m Jessica Diridoni, I work in the Dept. of Resource Management on Grant and Outreach Programs. John Health works for the Dept. of Public Works, and is the landfill engineer. We are the staff that have been attending the ESJPA meetings. I included a couple images from around Shasta County, many of you may recognize the Sundial Bridge across the Sacramento River, it’s actually a working Sundial. Below the bridge is an image of Mt. Lassen & Manzanita Lake (actually in Shasta County). Three Shastas (Mt. Shasta, Shasta Lake, and Shasta Dam) Mt. Shasta is actually in Siskiyou County. Bottom center is Burney Falls, to the right is another image of Shasta Dam, and in the right corner, Mt. Shasta.

Shasta County is located in Northern CA, see the CA county map with the brown shading. The map on the right gives an overview of I-5 and highways, as well as the water features in Shasta County. The red dots show the 3 incorporated cities…..and the remaining are unincorporated communities. The Northeastern area of the County, known as the Intermountain area, is a good hour’s drive outside of Redding. This is a franchise area serviced by Burney Disposal. City of Redding does it’s own curbside hauling, and the small cities and the rest of the unincorporated area is serviced by Waste Management.

The total population of the county is almost 180,000. Redding is the largest incorporated city, at about 90,000, which is about ½ of the total population. The remaining unincorporated area, and the small cities of Shasta Lake and Anderson comprise our Joint Power’s Agreement. JPA Population: 87,362 (49%)

Solid Waste History/Infrastructure JPA formed in 2000 between County, City of Anderson & City of Shasta Lake to meet AB939 diversion and reporting requirements. City of Redding reports separately on solid waste/recycling programs and offers curbside recycling, green waste and trash pick-up. The Joint Power’s Agreement …….

There are 2 franchise haulers in Shasta County There are 2 franchise haulers in Shasta County. A couple of important items to note are that: We do not have a mandatory garbage ordinance. Industrial and government accounts are exempt from franchise, so they can negotiate their own rates/services.

Annual Franchise Fees: WM: 6.5% of franchise revenue + $50,000/yr. to illegal dumping program BD: 3% of franchise revenue Program Financing for HHW Programs, SW/Recycling: $4.45/ton from West Central LF funds COR HHWF $1/ton from West Central LF funds solid waste programs/outreach, ~ $43K/yr. 1% of WM FF funds County HHW program, ~$65K/yr. Annual Franchise Fees………….. Fees above show the breakdown of what comes back to Public Works & Resource Management. Additional fees to Board of Equalization & to Local Enforcement Agency. Additional funding from CalRecycle: Payment programs, ~$60,000 Competitive grants, ~$100,000-$300,000

Burney Disposal waste is also supposed to come to West Central, but the hauler trucks need a tipper, which is only available at Anderson Landfill.

Landfills Anderson Landfill: WM owns/operates All BD franchise waste (has tipper) Waste from Siskiyou, Trinity and Humboldt Counties Public Tipping Fee: $44.70/ton ~125,000 tons/yr.

Grants/Programs/Outreach Grant partnerships with small cities: County acts as Lead Agency Household Hazardous Waste Grants/Events Tire Amnesty Grants Oil Payment Program City/County Payment Program for Beverage Container/Litter Outreach, events, grant application and administration is conducted by the Dept. of Resource Management.

1 HHW facility. Owned & operated by City of Redding for all residents. County hosts HHW collection events in small cities & uninc. area 2-3 per year, 80 – 700 vehicles per event.

Chosen by CalRecycle as a model program Average: 150 tons (~15,000 Passenger Tire Equivalents PTE’s) & 500/600 vehicles for large events, ~20 (29 ft.) trailers
