Sustainable Development IRU’S 3‘i’s 1. Innovation – to develop ever more effective “at-source” technical measures & operating practices to reduce environmental impact. 2. Incentives – to encourage faster introduction by transport operators of best available technology and practices. 3. Infrastructure – without free-flowing traffic, the above measures are useless. Adequate investment in new infrastructure to remove bottlenecks and missing links, plus fullest use of existing infrastructure, are essential. © International Road Transport Union (IRU) 2007

Road Congestion increases Fuel Consumption (40 tonne truck) Source: VDA, 2000 © International Road Transport Union (IRU) 2007

Road Safety Congested routes are also the most dangerous routes Filling in the missing links in infrastructure should be a priority for road safety conscious governments European Truck Accident Causation study (ETAC) Accurate data on the causes of road accidents has long been missing IRU and the European Commission undertook an expert study into the causes of 600 accidents in several countries The results showed that 75% of accidents involving trucks were caused by other road users! © International Road Transport Union (IRU) 2007

The Sustainable Workforce A systematic framework of social rules and safeguards are needed to protect workers Companies must be able to deploy their human resources efficiently and flexibly Road transport must remain an attractive career choice NONE of these needs should be mutually exclusive! © International Road Transport Union (IRU) 2007

The EU Regulatory framework and burden……… Working Time Directive – in force from 23 March 2005 Sets new limits for maximum total working time Enforcement of social legislation – in force from 1 May 2006 Minimum new controls on driving and rest times Digital Tachograph – compulsory from 11 May 2006 Introduces new equipment in all vehicles for recording driving rest times rules Driving and Rest Time Rules – in force from 11 April 2007 Establishes new basic rules for driving and rest time Driver Training Directive – in force from 11 September 2008/9* Introduces compulsory CPC qualification and periodic training Third EU Driver Licence Directive – applies from 2013 New principles and categories for EU driving licences * Applies in 2008 for Passenger transport / 2009 for Freight Transport © International Road Transport Union (IRU) 2007

Social Rules Beyond the EU The EU uses its ‘soft power’ to export its own rules and standards beyond its borders.
