Introduction Narayanganj is one of the oldest cities of Bangladesh with high population density It is an industrial and port city. The former Narayanganj Municipality was a very famous as well as an old model Municipality of the erstwhile Indian sub-continent. The city was commissioned as an urban administrative unit in British period in 1776. Former Narayanganj Municipality was formed on 08 September, 1876.

Narayanganj City Corporation was established in 2011 incorporating Kadam Rasul, Narayanganj and Siddhirganj Municipalities. Area of the city is 72 square kilometre. Total population of NCC is 729,000 with a density of 4308 per sq.km. The urbanization rate of Narayanganj city is 33.54% which are higher than the national figure (BBS, 2011).

Narayanganj was considered as one of the busiest ports of the country, especially for Jute business. Once upon a time it was famous as Dundee of East for jute trading. At present 60-80% of exportable knitwear goods produced here. Specialized Adamzee Export Processing Zone is located here.

Educational Percentage : 74% Holding Number( Tax Payable ) Government : 316 nos. Non-government : 47,701 nos. Total : 48,017 nos. Total Household : 1,65,637 nos.(0.17 million)

Why NCC has not had a proper planning ? What are the barriers? a) Governance : - City Corporation is not independent and highly controlled by central government. Lack of coordination among other utility service providers controlled by central government - Absence of inclusive city planning - Shortage of human resource and efficiency - Dual system of urban planning Lack of proper technology - Scarcity of land

b) Citizen’s disinterest: Lack of participation in planning and implementation - Lenient to pay City Tax Absence of participation in development efforts by private entrepreneurs Lack of awareness of city dweller about planning c) Lack of fund: - Outlay of tax collection Development efforts depend on the central government’s ADP - Complicated approach of PPP

Implication of learning on Inclusive City Governance in NCC Complete autonomy of city corporation like Kobe city . Establishment of waste management system like Kobe and Kitakyushu Eco city by community participation. Joint effort of CC, Govt. and Private partner for development of city corporation like Toyota City. Generation and appropriate use of energy like Toyota City and Kitakyushu City Introducing own land management and development planning like Kobe city Enhance capability of city corporation’s personnel's through training and mutual experience sharing with Japanese CCs

Expected cooperation from visited cities Following cooperation on infrastructure development plan of NCC expected from visited cities: Technology of 3 R waste management system from Kitakyushu and Kobe city. Technology of construction of drainage and sewerage system from Kobe city. Improvement of transportation system and establishment of Eco-ful town from Toyota city. Infrastructure development assistance from all visited cities .
