Advanced Quick Recall Training

Rules Change If an inquiry after overtime results in additional play, play resumes from the point at which the overtime ended.  If the fifth point for Team A was a tossup, play resumes with a bonus for Team A and possible bounce-back to Team B.  If the fifth point was a bonus, play resumes with a tossup.

Quiz Time! The answer to a math problem is “2012.” Is “two-zero-one-two” an acceptable answer? Is “two-oh-one-two” an acceptable answer? Is “two thousand twelve” an acceptable answer? Is “two thousand and twelve” an acceptable answer? Answers: Yes, Yes, Yes, Yes

5. A question reads: “List the nouns in this sentence: Jeremy rode his bike to the store and to the park.” Is the student response “Jeremy, bike, store and park” acceptable? ANSWER: Yes. When students are asked to provide a list in a response, stating the word “and” before the last item in the list shall not disqualify an answer.

6. Consider this tossup: The second-most populous city in the state, it is the county seat of Davidson County. It is home to the Titans, and to the Grand Ole Opry. What city is the <buzz> capital of Tennessee? A student buzzes where indicated with the answer “Knoxville.” When re-reading the question for the second team, with what word does the moderator begin? Answer: “What”

7. On a “regular” bonus, what does the moderator do if someone other than the captain answers? Ignore the answer Call “infraction” or “hesitation” and begin the bounce-back Judge the answer on its merits ANSWER: A. Ignore the answer “…answers given by the wrong person or after time has elapsed are ignored by match officials.”

8. On a bonus, what does the moderator do if the captain designates one player and a different player answers? Judge the answer on its merits Ignore the answer; if the right player answers, allow it Count the answer as incorrect

ANSWER: C “If anyone other than the designated student answers, the answer is counted as incorrect and the bounce-back bonus ensues, if applicable.”

True or false? Coaches may demand a replacement system if they are asked to play on a type of buzzer system their players have never seen. ANSWER: FALSE “The type of buzzer equipment to be used should be discussed at the Competition Planning Meeting. Unfamiliarity with a particular system is not grounds for delay or inquiry.”

10. Other than simply being a wrong answer, in what 7 ways could an answer be ruled incorrect? Prior to recognition by the spotter on tossups Prior to recognition by the moderator on a bounce-back bonus Prior to designation by the captain on a bounce-back bonus question. After a hesitation, whether designated by the spotter or captain on a designation After oral, written, or non-verbal conferring (on tossups) By the wrong (undesignated) person on a captain bonus designation By the wrong person on a tossup (unless spotter or moderator error…)

Discussion Questions

What happens if a coach talks to his/her players during a substitution time-out? Coaches may confer with players during either type of timeout. However, if players or coaches from one team are not ready to begin play after the timer has called "time," the next tossup is offered to the other team only. What should match officials do if a coach accidentally calls an extra timeout? “If, after a team has exhausted all of its regular and substitution timeouts, the coach interrupts the match to call a timeout, the officials shall offer the next question as a tossup solely to the other team.”

Who may write and submit inquiries? “Although coaches must present all inquiries, there are no restrictions as to who may write the inquiry .” Who may present inquiries to the judge? “At no time may a student present an inquiry to the judge. Any student attempting to argue an inquiry will be warned once; any additional discussion by the student in an inquiry will cause the student to be removed from the match.”

If an inquiry sent to the Chief Official at halftime adds a point to one team’s score, when is the score changed? “Do NOT adjust the score at halftime for inquiries that go to the Chief Official. If the Chief Official makes a decision that causes a change in score, adjust the score at the end of the match.”

What happens if a coach identifies a team in an inquiry or rebuttal? “If a coach identifies a team name in the inquiry, the Chief Official shall ignore the inquiry. If a coach identifies a team name in the rebuttal, the Chief Official shall ignore the rebuttal.”

If a coach is unsatisfied with the chief official’s ruling, how does he/she appeal the decision? Decisions of the Chief Official are final and cannot be appealed. "All disputes involving events occurring at a contest (correctness of answers, timing or scoring errors, rules interpretations) shall be resolved by the officials at the contest site. If the officials cannot agree, the Chief Official makes the final decision.”

How does scoring work in overtime? “Overtime begins with a tossup question. The first team to score five (5) points is the winner.” Who is the primary Quick Recall match official? “The judge is considered the primary official …”

When are correctable moderator errors corrected on tossups? At the end of half, if time permits When are correctable moderator errors corrected on bonuses? Immediately

An official notices that the coach from Team B is using subtle hand gestures between questions to relay the amount of time left in the half. What should the officials do about this? Nothing. “During bonuses, teams may conduct non-obtrusive, non-content related communication with their coach (asking if they should call a timeout, for the time remaining in a half, or the current score).”

What options do officials have when coaches or spectators disrupt match play? “A coach, student participant, or spectator refusing to allow a match to continue may cause his/her team to forfeit the match. Only the Chief Official may declare a match forfeited. Teams, coaches or spectators may not engage in behavior that, in the judgment of the match officials, is considered disruptive to the other team. The match officials or Chief Official may agree to remove from the premises of any contest any person whose conduct is unsportsmanlike, offensive, in violation of the rules, or illegal. “

In overtime, Team A reaches 5 points on a tossup question In overtime, Team A reaches 5 points on a tossup question. An inquiry on an earlier question, however, takes a bonus point away from Team A. This makes the score 4-4. How does the match proceed from this point? With a bonus question for Team A, eligible for a subsequent bounce-back. (New rule for 2013-14)
