for a More Resilient Bay Area Regional Approaches for a More Resilient Bay Area Allison Brooks, Executive Director, BARC REC/CON New Orleans, March 8, 2017

Association of Bay Area Governments (ABAG) Bay Area Air Quality Management District (BAAQMD) Bay Conservation and Development Commission (BCDC) Metropolitan Transportation Commission (MTC)

About the Bay Area Quick Facts: 101 cities, 9 counties 7.3 million people 400 miles of Bay shoreline (= to ½ the entirety of CA coastline) Growing Social Inequities: SF - $1.1 median home price Oakland rent rising fastest in US Low wage, high wage jobs

Bay Area Vulnerabilities Highest density development, significant transportation corridors and other critical infrastructure build along shoreline Many shoreline communities and businesses rely on ad-hoc flood protection to stay dry during extreme tides and storm events. Some of these ad-hoc systems are roadways and rail lines. Over $21 billion in new development underway

Need Proactive Regional Approach Bay is like a bathtub, decisions of one community impact another Short term solutions will buy time, however the Bay Area needs broader, system- wide solutions to address local challenges

Design Goals: Create innovative and implementable design solutions that provide resilience through the end of the century; Reflect the Bay Area’s diverse population and geographies; Enhance the ecological and economic vitality of the Bay and the region; Create opportunities for collaboration among a wide variety of stakeholders; and Improve access to the Bay for everyone.

Building Momentum Public, private, nonprofit, philanthropic partners around the table to develop resiliency solutions $4.6 investment by Rockefeller Foundation, building off 100 RC, Rebuild by Design Regional Track Record Raising $ Measure AA Parcel Tax passed in June 2016- $500 million towards wetland restoration

Working Together: Caltrans Regional Planning Grant A Resilient Transportation System for Safe and Sustainable Communities (Oct 2016 – June 2019) Developing a Regional Climate Adaptation Plan Transportation System High Density Urbanized Growth Areas Priority Conservation Areas Disadvantaged Communities Other Critical Infrastructure Background: Plan Bay Area, adopted 2013 – Region’s Regional Transportation Plan/Sustainable Communities Strategy Required by AB 32 and SB 375

Fostering a National Network Learn from Rebuild by Design Part of network of practitioners and build community and political support Understand policy impediments locally, regionally and nationally
