STAFF – Auxiliary Role ID and Changes to Role IDS 2017-2018

Role ID Changes - Background Approximately 25% of district expenses are reported under: ROLE-ID 058 Other Campus Professional Personnel ROLE-ID 080 Other Non-Instructional District Professional Personnel

Role ID Changes - Background In order to pinpoint root causes of financial instability at a district, the ROLE-ID code table has been expanded and an AUXILIARY-ROLE-ID has been added for the 2017-2018 school year. These changes align with statutory provisions found under TEC 7.009(a), 11.051(a), 11.201(d), and 44.007.

Staff Reporting Requirements Staff fall into three main categories: Professional Professional staff who are employees Contracted professional staff Volunteer professional staff Paraprofessional Educational Aides (Role ID 033) Certified Interpreters (Role ID 037) Auxiliary Nonprofessional staff based on duties performed

Staff Reporting Requirements Each person that is reported through the 30040 – StaffExtensionComplexType is required to have a value reported for either: Auxiliary Role ID in the 30050 – StaffEducationOrgEmploymentAssociation Extension Complex Type AND/OR Role ID in the 30090 – StaffResponsibilitiesExtension Complex Type.

Staff Reporting Requirements TEDS 8.2.3 Professional Staff Professional staff includes all teachers, administrators, certified personnel, and others working in a professional capacity in the district. When making the determination of whether a person is an auxiliary or a professional-level employee, the district should consider whether the employee is logically grouped with the professional category (with such staff as business managers, personnel directors, teacher appraisers, instructional officers, etc.). The classification of professional staff is generally based on two criteria. Is the person performing a function described by one of the Role-IDs in code table C021? Does the LEA classify the person to be serving in a professional capacity?

Staff Reporting Requirements TEDS 8.2.3 Auxiliary Staff Auxiliary non-professional staff includes such employees as food service workers, cafeteria monitors, school crossing guards, security guards, clerks (such as attendance, purchasing, accounting, payroll, general office, file, mail), receptionists, secretaries, maintenance workers (bus, plant, etc.), groundskeepers, bus drivers, custodial staff, and data aides.

Staff Reporting Requirements The reporting of the correct Role ID and Auxiliary Role ID for each staff person reported through the StaffExtensionComplex Type is controlled by the Object Codes reported on the 30060 – PayrollExtension Complex Type. It is possible for a single staff person to have both an Auxiliary Role ID and a Role ID if the person is paid as a professional and a support person evidenced by multiple payroll entries. Staff Reporting Requirements Financial Accountability System Resource Guide 6119 – Salaries Or Wages – Teachers and Other Professional Personnel This code is used to classify the gross salary and wage expenditures/expenses for teachers and other professional exempt personnel as defined by the Fair Labor Standards Act. 6129 – Salaries Or Wages For Support Personnel This code is used to classify salaries or wages for support personnel such as paraprofessional and support staff defined as non-exempt by the Fair Labor Standards Act.
