Rooftop SPV Grid Interactive Systems and Net/Gross Metering Regulations, 2015 (2) SALIENT FEATURES OF NET/GROSS METERING REGULATIONS Connectivity Level: Up to 5 kW: To be connected with single phase at 230 V 5 kW and above up to 50 kW / 63 kVA: To be connected with 3 Phase, 4 wire at 415 V Above 50 kW and up to 1 MW: To be connected with 3 Phase at 11 kV Energy Settlement Mechanism: Bill settlement period: Monthly and yearly Tariff for gross metering: As per the tariff decided by JSERC time to time Tariff for surplus energy injected into grid under net metering: 0.50Rs. /kWh REC Compliance: If a system is installed on non-obligated agency, the distribution licensee will use it to meet their RPO obligation. Financial Incentives for Rooftop Solar Installation For rooftop SPV, apart from 30% central financial assistance from the Ministry of New and Renewable Energy, the State Government will provide additional subsidy of 20% to residential and institutional consumers and 10% to commercial and industrial consumers. Jharkhand Energy Policy 2012 INCENTIVES S. Activities of State Designated Agency (SDA) As the SDA for implementation of energy conservation measures, JREDA is carrying out various activities including: Helping various municipalities in the state in replacing inefficient and old street lighting systems with new and efficient LED bulbs Launching an LED village campaign where 828 and 1656 numbers of 7 W and 10 W LED bulbs along with 60 W bulbs for street lighting were provided in selected villages. Undertaking energy audits in selected Government buildings and Public Health Engineering Department/Municipal water pumping systems to estimate the baseline energy consumption in these segments. Jharkhand Action Plan on Climate Change (JAPCC) In 2009, the central government directed all the State Governments and Union Territories to prepare State Action Plan on Climate Change (SAPCC), consistent with the strategy outlined in the National Action Plan on Climate Change (NAPCC) launched in 2008. Accordingly, Government of Jharkhand initiated the action plan development process with the support from UNDP in May 2011. Department of Forest, Environment and Climate Change led the preparation of Jharkhand Action plan on Climate Change (JAPCC) in consultation with various line departments and finalize and submit the JSAPCC to Ministry of Environment, Forest and Climate Change (MoEF & CC), New Delhi in April 2014 involving an expenditure of Rs 3178.80 crore in order to take adaptation and mitigation measures with respect to eight sectors viz. Agriculture, Forest & Environment, Water, Industry, Mining, Power, Urban & Transport and Health. The JAPCC got endorsement from National Steering Committee on Climate Change, MoEF&CC, New Delhi. JAPCC identifies sector wise action points/strategies in the context of climate change on the basis of existing scientific knowledge, climate modelling and sectoral experience of the state. Highlights of the Jharkhand State Action Plan on Climate Change (1) The JAPCC focusses on eight sectors for the adaption and mitigation measures, for which it proposed sectoral action plans. The sectors include: agriculture, forestry, health, industrial, mining, power, urban & transport sector and water sector. In the agricultural sector JAPCC focuses on the Research & Development to map and ascertain the impact of climate change on the agriculture sector. Establishing dedicated research for the research is proposed in the action plan. Through the help of R&D, Jharkhand state is focussing to implement the various methods to make agriculture sector climate resilient. The sectoral plan for the forestry sector focuses on preparing climate change resilient forest management plan. R& D efforts for identifying impact of the climate change on the Jharkhand’s forest cover are also one of the main focus strategies. Rural energy management through various programs to promote energy efficient cooking stoves and promoting cleaned energy options in the state of Jharkhand. Health sectoral plan is focused on the development of the state monitoring and warning system and preparing the quick response team for any outbreak or health disasters. Focus of the R&D, creation of the institutional mechanism and capacity building for the Jharkhand Health sector is identified as key missions for this sector. Industrial sectoral plan is primarily focused on the GHG emission inventory, Infrastructure planning and development, introduction of the renewable energy options, integrating and promotion of industrial energy efficiency in the sector. Mining is a key activity for the state, thereby, the sectoral plan focusses on promoting sustainable and resource efficient mining practices that will help state to create better framework for its fight against climate change. Activities such as GHG emissions inventory, green growth planning, sustainable infrastructure planning and development, efficient usage of water and other natural resources, and promotion of sustainable mining practices to reduce pollution and water contamination are identified in the State Action Plan on Climate Change. Highlights of the Jharkhand State Action Plan on Climate Change (2) Urban & Transport sectoral plan identifies urban water use management, rainwater management, introduction of sustainable transport practices to reduce carbon footprint, solid waste management, promotion of sustainable urban habitats and waste water management. Water sectoral plan strategically focusses on creation of Water Resource Regulatory authority and development of policy for drought management. Also, other key focused areas under JAPCC are groundwater management to avoid over exploitation, water management in mining areas, water use efficiency in the industrial sector, improving water use efficiency in rural/urban areas, payment for the ecosystem services option as conservation pool. Energy sector is the most important sectors for any climate change mitigation strategy, Jharkhand has elaborated key strategies and focus areas for the sector in their action plan. JAPCC has identified key nine strategies with proposed activities to achieve the objectives. Focussing on RE and EE as key strategies for combating climate change in the state, JAPCC has proposed the following RE and EE measures across sectors in the plan. Jharkhand State Climate Change Cell The Government of Jharkhand has designated the Department of Forest, Environment and Climate Change to work on Climate Change issues. UNDP under its partnership with the Jharkhand Government has formed a State Climate Change Cell in 2014 under project “Strengthening of Climate Sensitive Planning and Implementation” for providing advisory services to the state government on climate change adaptation issues in Jharkhand. Realizing the fact that climate change is affecting the state the Government of Jharkhand assigns high priority to the issues of Climate Change and is developing clear action strategies to deal with impacts of climate change and building inter - sectoral coordination and integration of climate Change concerns in the policy and programs of line departments. The major functions of Jharkhand State Climate Change Cell are: Develop Knowledge Products on climate change for use by multiple stakeholders including simplified issue briefs listing of mitigation and adaptation options. The climate change cell will provide enhanced outreach on Climate Change issues and will develop network with organizations working on issues related to climate change in the region.
