The role of the JRC in the Covenant of Mayors South

Scientific-technical support to the development, implementation and monitoring of the CoM South Research on existing methodologies and tools for the development of a SEAP Development of the guidebook “How to develop a (SEAP)” + its adaptation to CoM East and CoM South Continuous improvement of data collection process Evaluation of submitted SEAPs, with feedback to CoM cities Development of a specific monitoring template & instructions for signatories Overall assessment of the CoM and publication of report Capacity building (technical trainings for cities and regions)

Methodological adaptation of the Covenant approach to take into account the specific situation of: ENPI-South countries (publication of two specific Guidebooks) in Sub-Saharan Africa countries SEAP evaluation with feedback to cities Training of trainers on the Covenant approach (e.g. workshops for city officers and/or for the technicians working for the CES-MED local focal points)

The developments of the Covenant of Mayors South

The New Integrated Covenant of Mayors for Climate and Energy At least 40% reduction in CO2 emissions by 2030 Inclusion of both the mitigation and adaptation pillars Signatories commit to submit a Sustainable Energy and Climate Action Plan (SECAP). The plan will feature: a Baseline Emission Inventory to track mitigation actions a Climate Risks and Vulnerability Assessment The new initiative will also contribute to make Europe more climate-resilient, in line with the EU Strategy on adaptation to climate change. Launched just weeks before the 2015 United Nations climate summit in Paris COP21, the new Covenant will also have a strengthened international dimension and aims to inspire similar initiatives in other parts of the world…!

A new guide Adaptation In July 2016 the CoM Office published: new Guidelines for the Covenant of Mayors for Climate and Energy in 21 languages: http://www.covenantofmayors.eu/Covenant-technical-materials.html the Guidelines for reporting take into consideration: new 2030 objectifs for a 40% of CO2 emissions adaptation to climate change

Developments of CoM South Med Signatories who are working within the 2020 timeframe (Covenant of Mayors 2020) and/or adaptation (Mayors Adapt) are invited to renew and extend their commitments from their current mitigation and/or mitigation to the - to the 2030 commitments (Covenant of Mayors for Climate & Energy) with a new council deliberation and a 2030 adhesion form. At least 40% reduction in CO2 emissions by 2030
