Annual Point-in-Time Count of Homelessness in Vermont January 24-25, 2017 TRAINING GUIDE Chittenden County Homeless Alliance

What is the Point-in-Time Count? The Point-in-Time (PIT) count is a count of sheltered and unsheltered homeless persons on a single night in January. HUD requires that Continuums of Care conduct an annual count of homeless persons who are sheltered in emergency shelter, transitional housing, and Safe Havens on a single night. Continuums of Care also must conduct a count of unsheltered homeless persons every other year (odd numbered years). Vermont chooses to conduct a count on an annual basis for both Unsheltered and Sheltered homeless persons. Each count is planned, coordinated, and carried out locally. 

Purpose of the Point-in-Time Count The U.S. Department of Housing and Urban Development (HUD) requires that communities receiving federal funds from the McKinney-Vento Homeless Assistance Grants program conduct a point-in-time count at least every other year.  To promote the recognition of housing and services as a basic right for all Vermonters through education of the public and elected officials.

When to perform the PIT Count? UNSHELTERED night time count is conducted: 6:00PM (Tuesday, January 24th) to 6:00AM (Wednesday, January 25th) Where is the household currently staying? UNSHELTERED daytime count is conducted: 6:00AM to 6:00PM (Wednesday, January 25th) Ask: “Where did you stay last night?” SHELTERED homeless bed count includes: 6:00PM (Tuesday, January 24th) to 6:00AM (Wednesday, January 25th) Which homeless program did they stay in?

Filling out the 2017 VT PIT Count Form – Section 1: Reporting Agency All forms should be filled out with the name and information of the local PIT contact in the space above section 1, indicated here with the yellow box. If you are an agency filling out the form please indicate which agency you are from and program if applicable. Please identify specific name of the program if agency has multiple programs. Example: “John Graham Shelter-Emergency Shelter (ES)” or “MS -Veterans Affairs (VA)” or “MS -Homeless Transitional Housing (TH). For counting UNSHELTERED persons: “MS-Street Outreach (SO)”. Also, each staff member filling out the form should provide their own contact information. It is important that forms are filled out as accurately as possible and that we have contact information for each individual that fills out a form so that VSHA/CVOEO can contact folks if clarification is needed. In terms of prepopulating forms, that decision is up to the individual Point in Time contact. Please contact your regional PIT representative, listed below, to find out more. Please use the appropriate 3-letter AHS district code when filling out the form for box g). District codes and PIT contacts are listed below. Section 2: Location Where did you stay LAST NIGHT? (this applies to the entire household - complete separate PIT forms for household members not residing in the same place) Municipality where the person stayed Any place not meant for human habitation (vehicle, abandoned building, outdoors, etc) Emergency Shelter: Good Samaritan Haven, Circle, etc,. (NAME) Transitional Housing for homeless, youth, Domestic Violence, MIT for Homeless, Veterans, etc., (NAME) Hotel (NAME) and indicate if it was paid for by AHS or another agency (NAME AGENCY/ORG) People must be literally homeless in order to be counted. Persons residing in any of the following on the night of 1/24/17 should not be counted: Corrections (Jail/Prison/Transitional Housing, etc.) or Foster Care (home placement or group home not dedicated to serving the homeless). Mental Health (VT State Hospital or equivalent, MH Housing Subsidy Program, MH crisis bed, MH group home, etc.) Other Health Care (hospitals, nursing facility/assisted living, substance abuse treatment bed/facility, etc.) *except in emergency room, non-admitted. Precariously housed and doubled up.

Section 3: Household Information To get an accurate count and avoid duplication it is very important that you at least provide NAME INITIALS and DATE of BIRTH of persons counted. *Exception: survivors of domestic violence and households with persons with HIV/AIDS do not need to provide initials or DOB (If possible, please provide YEAR). Note – only count as DV persons those who have experienced violence from an intimate partner. If you realize that someone is a DV survivor after including identifying information on the form, you should begin a new form and destroy the old one. Continue to fill in the sub-population data for each member of the household. Please note the addition of the “Transgender” and “Does Not Identify” options under “Gender.” If a client refuses to answer a question, please write “refused.” VETERANS: A veteran is someone who has served on active duty in the Armed Forces of the United States. This does not include inactive military reserves or the National Guard unless the person was called up to active duty. “Activated” is receiving orders to go into combat or to serve stateside. Suggested question: ““Have you ever served at least 1 day of Active Duty in the U.S. Military, including National Guard with a character of discharge of Other than Honorable or greater?”

Youth and the Point-in-Time Count HUD continues to include all youth under 18 and 18-24 in the 2017 homeless count.   Communities are strongly encouraged to coordinate with local homeless education liaisons and Runaway and Homeless Youth (RHY) service providers, as well as any service organizations that assist homeless children and youth, to get a comprehensive count. Many homeless children and youth do not use homeless residential services, and thus, may not appear in databases; while others may be in unsheltered locations that are difficult to find during street counts. It may be helpful to recruit current or formerly homeless children and youth to assist in conducting the count, as they may be able to identify areas where homeless children and youth congregate, as well as assist in conducting interviews. SCHOOLS: Please count unaccompanied children/youth. Only count children in families that are homeless if data for entire household is included in the survey.

Sections 4 & 5: Homeless Status and Disability Status Your form should contain a front page and a back page / two separate pages. On the second page of the form are definitions and clarifications of categories discussed on the first page. If you are missing sections please contact your local PIT contact. DISABILITIES: For each household member, please make sure to record applicable chronic disabilities. If a person is not disabled, please select NO DISABILITY. This must be self- reported by the household member or confirmed by a medical professional.

Definition of Chronic Homelessness Chronically homeless means: (1) A “homeless individual with a disability,” as defined in the Act, who: • Lives in a place not meant for human habitation, a safe haven, or in an emergency shelter; and • Has been homeless (as described above) continuously for at least 12 months or on at least 4 separate occasions in the last 3 years where the combined occasions must total at least 12 months --Occasions separated by a break of at least seven nights --Stays in institution of fewer than 90 days does not constitute a break (2) An individual who has been residing in an institutional care facility for fewer than 90 days and met all of the criteria in paragraph (1) of this definition, before entering that facility; or (3) A family with an adult head of household (or if there is no adult in the family, a minor head of household) who meets all of the criteria in paragraphs (1) or (2) of this definition, including a family whose composition has fluctuated while the head of household has been homeless.

Get counted in the annual Vermont count of people who are homeless. If a person or household is homeless and otherwise not counted, please refer them to call 2-1-1. *Vermont 211 will ask callers on Tuesday, January 26th (6PM-6AM) ‘Where they are currently staying?’; Vermont 211 will also ask callers on Wednesday, January 27th (6AM-6PM) ‘Where did you stay the night before?’ Encourage homeless persons/households to call 2-1-1 to find out about available resources including, but not limited to: Benefits Prevention Emergency Shelter & Services (including seasonal shelters) Transitional Housing Permanent Housing (including PHA Sect. 8 waitlist, DOARH, VASH, Shelter+Care, Rapid Rehousing/VT Rental Subsidy, etc.) For more information:
