Student Language Code Background- United States Department of Education The United States Department of Education– EdFacts Submission System (C141 – LEP Enrolled File Specifications) requires the student’s native language be submitted. As defined by the United States Department of Education, the native language can be: The language normally used by a child or youth The language normally used by the parents of the child or youth

Student Language Code Background- Texas Legislation: Texas Administrative Code (TAC) §89.1215. Home Language Survey states: a) School districts shall conduct only one home language survey of each student. The home language survey shall be administered to each student new to the school district and to students previously enrolled who were not surveyed in the past. School districts shall require that the survey be signed by the student's parent or guardian for each student in prekindergarten through Grade 8, or by the student in Grades 9-12. The original copy of the survey shall be kept in the student's permanent record.

Student Language Code Background- Texas Legislation: b) The home language survey shall be administered in English and Spanish; for students of other language groups, the home language survey shall be translated into the home language whenever possible. The home language survey shall contain the following questions. 1. "What language is spoken in your home most of the time?" (E0985 – Home Language Code) 2. "What language does your child speak most of the time?"

Student Language Code Background- Texas Legislation: c) Additional information may be collected by the school district and recorded on the home language survey. d) The home language survey shall be used to establish the student's language classification for determining whether the school district is required to provide a bilingual education or English as a second language program. If the response on the home language survey indicates that a language other than English is used, the student shall be tested in accordance with §89.1225 of this title (relating to Testing and Classification of Students).

Things to Consider The Student Language Code will need to be populated for all enrolled students effective with the 2017-2018 school year otherwise a data load error will occur. There are less than 6,000 students currently identified as LEP with Home Language of English.

Homeless Status Code - Background With the passage of the Every Student Succeeds Act (ESSA), the definition of homeless children and youth under the McKinney-Vento Act was updated. In order to comply with ESSA, the phrase [children and youths] “awaiting foster care placement” was removed from the Texas Education Data Standards (TEDS).

NSLP TYPE CODE

NSLP Type Code - Background The federal data reporting system (EDFacts) has required states to report the National School Lunch Program (NSLP) status since 2013-2014 as part of the mandatory federal data collection. The National School Lunch Program status is an indication of the participation by a school in the National School Lunch Program. Currently, Texas is not reporting on this status (2016-2017). In order to be in compliance with the federal requirement, the Texas Education Agency has added the NSLP-TYPE-CODE which will capture the National School Lunch Program status at the campus level beginning in the 2017-2018 school year.

NSLP Type Code Background- Texas Legislation: The data collected will be submitted to the U.S. Department of Education via the EDFacts submission system to fulfill an annual reporting requirement authorized by the Annual Mandatory Collection of Elementary and Secondary Education Data through EDFacts Office of Management and Budget (OMB 1850-0925, expires 2/28/2019). EDFacts is a U.S. Department of Education initiative to govern, acquire, validate, and use high-quality, kindergarten through grade 12 performance data for education planning, policymaking, management, and budget decision-making to improve outcomes for students.

SSI PROMOTION RETENTION CODE

SSI PROMOTION RETENTION CODE For the 2016-2017 school year, the SSI-PROMOTION-RETENTION-CODE was not reported. Business Validation 40110-0178 was added in 2016-2017 to accommodate the suspension of the SSI-PROMOTION-RETENTION-CODE. The rule prevented this field from being reported For 2017-2018, rule 40110-0178 has been deleted, which will allow SSI-PROMOTION-RETENTION-CODE to be reported again.

The LOTE service IDs for different languages, grades 6-8, may be repeated to report non-credit bearing LOTE instruction offered at grades 6, 7, and/or 8.

Languages Other than English (LOTE) Texas Administrative Code §74.26(b), excerpt: Districts may offer courses designated for Grades 9-12 in earlier grade levels. A course must be considered completed and credit must be awarded if the student has met the standard requirements for the course, regardless of the time the student has received instruction or the grade level at which proficiency was attained. The leveled LOTE service IDs for grades 9-12 must be reported and high school credit awarded for students at any grade level who successfully complete a LOTE course by demonstrating proficiency in the TEKS.

Languages Other than English (LOTE) Spanish for Spanish Speakers: Service IDs for Spanish for Spanish Speakers Levels I-IV may be used to reflect an instructional arrangement for TEKS-based instruction for LOTE, Levels I-IV. A student may be awarded credit for Spanish for Spanish Speakers, Levels I-IV, or LOTE, Levels I-IV –Spanish, but may not receive credit for the same level in the same language.

A student can take either the content-specific course alone or a student can take the content-specific course combined with the corresponding lab. A student may not complete a content-specific course and the same course again with the corresponding lab. This would exceed the allowable credit for the content-specific course. Lab courses may not be taken alone. They may only be taken with a corresponding, content-specific course.
