Prince William County, VA About Prince William County: Population: 437,636 # Households: 144,725 Square Miles: 338 Suburban community located about 30 miles outside Washington, D.C.

Electronics Recycling Program County added electronics recycling to HHW program in 2003 Currently electronics collected on Wed & Sat at the Landfill site and monthly at our Balls Ford Road Composting Site Residents may bring up to 3 “units” We do not accept electronics from businesses

Electronics Recycling Program Generally, CRT monitors, CRT TVs, projection TVs, CPUs are palletized and wrapped Everything else is placed in Gaylord boxes, including small TVs Electronics Recycled During FY14: Landfill 1,223,520 lbs Balls Ford 129,500 lbs 1,353,020 lbs

Electronics Recycling Program Electronics program growth - about 15% Budget for Program for FY14, was ~$75,000 Cost increased after Creative Recycling Systems bankrupcy Actual FY15 cost ~ $310,000 Electronics program is currently handled by ServiceSource, Keep it Green Program County currently in process of selecting long-term vendor

Electronics Program Site Challenges Difficult to use materials handling equipment on gravel and uneven surface Lack of protection from the elements for patrons and workers Loading items into trailers without a dock Hard to clean up small broken pieces of electronics from gravel Lack of storage (electronics & supplies) Additional challenges at remote site

New HHW/Electronics Facility In 2010 County began looking at different options to manage HHW and electronics Visited several facilities in 2010/2011 Submitted for capital project as a part of the budget process in 2011 The Household Hazardous and Electronics Waste Facility Project was adopted by the Board of County Supervisors for the FY12-17 CIP Program

Timeline New HHW/Electronics Facility Approved as CIP project in April 2012 Issued an RFP for design-build contractor in December 2012 Awarded Design-Build contract to R.E. Daffan, Inc. in June 2013 Construction began June 2013 Substantial completion on March 22, 2015 ~ 2 years and 11 months

New HHW/Electronics Facility New $2.5m facility includes: 4,865 SF warehouse Enhanced sprinkler systems Enhanced ventilation systems Secondary containment for drums Bulking, flammable storage, and reuse rooms 3,000 SF covered drop-off area 1,625 SF office 1,500 SF covered loading dock 4 loading docks

Lessons Learned Choose your site carefully If you build a building, don’t include words like “hazardous” in the name of the facility Meet with Fire Marshall’s Office during design phase Have your plan ready when the building opens SOP’s Personnel assigned to building
