Elaborate Administrative Rules 2. No program with vendor on what to expect or what our needs were. 3. No law to enforce operational violations.
4. No consequences for violations. 5. Only meaningful violation was the circumvention or tampering of the interlock. a. Penalties: 1) 3 -30 days imprisonment 2) $25 - $1,000 fine. 3) Loss of IID privilege to operate vehicle. 6. The only tools the program had to work with.

Revocation of Driver’s License 1. 1st offense within 5 years – 1 yr. 2. 2nd offense within 5 years – 18 mos. 3. 3rd offense within 5 years – 2 yrs. 4. 3 or more becomes a Class C felony of up to 5 years imprisonment and revocation of driver’s license of 1 to 5 years.
III. Hawaii’s Data since implementation A. Number of installations: 1. 2011 = 1,279 2. 2012 = 1,694 3. 2013 = 1,959 4. 2014 = 1,832 5. 2015 = 1,735 6. 2016 = 574 as of May 4, 2016 7. TOTAL: 9,073

Involves reviewing each of the clients logs and noting any violations, patterns, and photos of violations. C. If needed, collect documents on violation for case. When appropriate, notify police to initiate criminal report.
