Background – Where we have come from 1996 the Government changed the nature of the claim from a Raupatu settlement to a Global settlement, this was rejected by Whakatohea 2003 an interim working party with hapū support developed Te Ara Tono mō te Raupatu which was adopted by the Iwi in 2007. Considerable effort has been made by Tu Ake Whakatōhea Collective to gain hapu and iwi support for a hapu led settlement process. Resulting in a process and structure to complete Pre Settlement with the Crown. In July 2016, Iwi on the tribal register were asked to vote to approve the process and structure – Deed of Mandate In October 2016 Iwi were then asked to appoint their Hapu and Marae delegates to the newly created Whakatohea Pre Settlement Claims Trust December 2016 the Crown then approved the Whakatōhea Pre-Settlement Claims Trust by Endorsing the Deed of Mandate

Workshop session: What do you want Whakatōhea to look like in the future?

Post Settlement Governance Entity (PSGE) Entity which receives the Settlement assets Entity which takes over the WMTB assets Entity which takes over the Fisheries Trust assets Entity which represents Whakatōhea in the future Entity which represents you in the future

Key considerations Needs to be representative to ensure all the “parts” of the Iwi have a seat at the table Size of the Board ; need a balance between representation and costs to administer Establish a Holding Company with skilled directors to grow the assets Have a Charitable Trust to distribute benefits to the people 5 year Review – Ngati Porou currently going through a 5 yearly review. A question raised “should there be a Taurahere seat?”

Post Settlement Governance Entity Examples for Representation Whakatohea Maori Trust Board Model 2 x representatives from each hapu Whakatohea Pre-Settlement Claims Trust Model 1 x representatives from each hapu 1 x representatives from each marae Whakatohea Whanui Model ?? x representatives from Whakatohea Whanui 4. Urban Representation Model ? x representatives from each hapu ? x urban representatives 5. Mixed Model (2 votes each) ? x represenatives from each hapu ? x representatives from Whakatohea Whanui

Summary The settlement is about the Restoration of Mana, and addressing the consequences of raupatu. It is also about creating a better future for whanau, hapu and our Iwi. Our settlement strategy is based on Reconciliation for our Iwi , with ourselves , with the Crown, Regeneration of whanau capacity, and Accelerating Whakatōhea’s vision for prosperity and wellbeing. The new entity will represent us in the future. It needs to reflect our place, our people, and our aspirations
