Vision of the BOC: To be the worldwide leader in credentialing BOC Update How the BOC supports Regulatory Issues Bernadette Olson, ATC BOC President Vision of the BOC: To be the worldwide leader in credentialing Mission of the BOC: To provide exceptional credentialing programs for healthcare professionals Share examples of what we have been doing 2009 BOC Athletic Trainer Regulatory Conference

Goal of Presentation… Provide information/insight into recent decisions by the BOC staff and its Board of Directors. Determine ways that the BOC, through its services, operations and strategic direction can facilitate state regulation. (What are state individual needs?)

Introducing our Directors Pete Koehneke (new President) Mike Ferrara (new VP) Scott Street (outgoing AT director and finance chair) Paul DeMartinis (New Finance Chair) Marcia Anderson Patrick Olsen Jerry Diehl Frank Walters *Physician Director (TBA)

Purpose of Regulation “Ensure that the public is protected from unscrupulous, incompetent and unethical practitioners”; “Offer some assurance to the public that the regulated individual is competent to provide certain services in a safe and effective manner”; and “Provide a means by which individuals who fail to comply with the profession’s standards can be disciplined, including the revocation of their licenses.” Demystifying Occupational and Professional Regulation: Answers to Questions You May Have and Be Afraid to Ask, Schmitt, K and Shimberg, G., Council on Licensure, Enforcement and Regulation, 1996

Clarifying Scope of Practice (provide exceptional credentialing services) Certification (BOC) (Licensure, Registration, etc) Regulation ***Public Protection Clarifying Scope of Practice Identification of Competent Providers Examination Continuing Competence Policy i.e. Standards of practice, impaired practitioner, professional practice and discipline The better we are at what we do, the better the BOC can support regulatory efforts The BOC as a credentialing agency – parallels the mission/purpose of state regulation; Purpose of the BOC parallels the purpose of regulation Each state has different needs – from states that have along history of regulation and are updating, to states that are currently not regulated and anywhere in between… And serve as a reference on issues related to regulation Identify to the public – upon entry and continuing, individuals competent to practice/public protection

Benchmarks for Decision Making… Will our decision cause harm to the patient or public? Does it serve our mission? Is our decision based on best practices What do we know, what don’t we know Are we reading the right context? Is the decision palatable to the credential holders or candidates?

Best Practices in Key Operations Alliances How Does the BOC Support Regulation… Best Practices in Key Operations Research and Education Alliances International Growth of Athletic Training and Therapy Best Practices Basics Dialogue Strategy Experts: Do the basics – but do them well… International Standard

Best Practices in Key Operations Strategic Objective #1 – Create a national practice standard within all 50 states recognizing the BOC exam as the standard. Entry Level Examination Valid, Reliable, & Blueprinted to RDS Focuses on cognitive knowledge, practical application and clinical decision making Initial transition to CBE complete Evolution of item writing and increasing number of items available in item bank Improving communication to candidates, program directors and others regarding examination development and preparation

Best Practices in Key Operations Role Delineation Study Validating Scope of Practice Defines Domains of Practice, as well as cognitive and skill levels Preparing to release 6th RD Winter/Spring 2010 Crosswalk RDS with Competencies and Proficiencies for Education Working with the NATA and the CAATE on AT Services Document Experts – Do the basics very well…

Best Practices in Key Operations Continuing Competence Critical Question Does Continuing Education = Continuing Competence? Are practitioners using what they are learning to improve their practice, improve patient outcomes, decrease errors, etc. Task Force for Continuing Professional Education (TFCPE) Chaired by Dr. David Berry Implementing Self-Assessments for Guided Learning, Professional Learning Plans (PLP’s), alternative methods of demonstrating continued competence Combining adult learning theory with accountability for competence After attending NOCA – lots of research describing different methods of continuing education, however, linking education to competence

Best Practices in Key Operations In regards to bigger picture questions… What happens when we achieve regulation in all 50 states? What will be the continuing role of the Board of Certification National examination Continuing to standardize scope of practice Continuing competence Policies, etc.

Research and Education Regulatory Conference Attendance and Participation at CLEAR Nationally, Internationally Presentations at NOCA Leadership Development Citizens Advocacy Group Research… Continuing Competence Information that helps us to make the best decisions.
