A Brief introduction of Guangzhou An important national central city of China. 7,434 square kilometers and a population of 13.5 million. In 2015, 1.81 trillion of regional GDP , 525 billion of industrial added value, 230,000 corporate units. 283 world top 500 enterprises have invested in Guangzhou. Sister relationships with 36 cities from 33 countries, member of important international organizations like Metropolis ,UCLG. Aim to became international center of Innovation, trade, navigation, finance, develop "Internet +" industry.

A Brief introduction of my department: External Cooperation Division, Industry and Information Technology Commission Responsible for promoting development of Industry and Information Technology. Enhancing cooperation between domestic and oversees companies & institutes. Collecting& exchanging advanced developing experience& cases in the field of big-data& Technology.

Problem Identification Department 1 Both individuals and companies have to submit same paper documents once and again to government departments for application of different certification or license. An informal statistics shows 103 C&L needed. Different government agency focus on his own business independently, which makes his valuable data and information isolated from other departments. Less convenience and lower effective, less suitable for people to start innovation & new business, which lead to a city of less international competitiveness. —— Department 2 Department 3

Background of the Project Set up a uniform E-Certification & License system including relative technical standard and specifications. Available for application& approval of 46 Certification & License and 99 public services online . Implementation of E-signature, E-seal, E-Certification & License. “Collect once, Utilize repeatedly” for people and companies data and information which will share around the relevant government departments. Guangzhou Information Service, one of the subsidiary of IITC, is in charge of the project which starts in Dec.2014 and plans to finish in Dec. 2016, tens of government agencies are involved.

Key Issues of the Project Implementation After E-reform Before Applicant submits hand-writing form 1 Applicant fills forms online while departments print and archive the relative documents. Government departments issue paper C&L or results 2 List governmental affairs into E-C&L category , transform paper into E-C&L ,which legally equal to paper documents and can be checked online. E-C&L 3 Other co-work departments issue scrutiny results. Applicant submit other necessary materials 4 Applicant upload e-materials to departments’ data pool and guarantee the authenticity and reliability, which legally equal to paper documents and can be checked online.

Key Issues of the Project Implementation Favorable conditions People and companies may demand more standardized& convenient public services. Lots of administrative guidelines and regulations related to e-government would be put into effect. Technical advance would lead to lower financial costs. Unfavorable conditions A new system may be under doubt for its security, reliability, and so on. Many people and companies may be unfamiliar with the new online application software or system. Many departments or stake-holders may be reluctant to share their own data base with counterparts and co-work departments.

Lessons & Implications Formulate relative regulation to clarify the responsibility concerning about the management, issue and application, e.g. Put forward the enforcement scheme, guidelines and the timetable. (all the departments are willing to volunteer to do their best without proper directions??) Spread the application of the e-project, provide enough training programs for servants and clients, teach as many as possible citizens how to use it. Provide successful experience and sample of project application (not all the people are positive to face a new style or reform??) Make conclusion, Learn from lessons and make some amendments in time.
