DART Tariff Proposal EPNG and Mojave will each submit a tariff filing to the Federal Energy Regulatory Commission (“FERC”) to effectuate the conversion from the Passport System to the DART System. Generally, the changes that will be proposed are modest and not service related. Three categories of DART tariff changes Required by DART system implementation Standardization for ease of administration Housekeeping

Overview of Proposal Service Requests Scheduling Capacity Release Clarification of Request Process Standardization of Pro Forma Agreements Update to Electronic Execution Scheduling Pooling Capacity Release Recall/Reput Notices Update to Acquired Capacity Process Billing and Payment PAL Service Update

Service Requests

Service Requests Clarification of Request Process Data elements required for valid requests listed in Tariff EPNG will propose to include a list in lieu of the service request form current shown in the tariff Mojave will propose to update its current list as necessary Requests submitted electronically or in writing Customers may submit the necessary information in to DART to effectuate a request for service. Transporter may act on behalf of customers and submit the necessary information in to DART.

Service Requests Standardization of Pro Forma Agreements Order of provisions standardized Inclusion of optional construction provision Update receipt/delivery point nomenclature for PINs Footnote clarifications and additions Standard rate footnotes for max, discount and negotiated rates Proviso for renumbering footnotes and including them as necessary

Scheduling

Scheduling Pooling Update provisions for the availability of buy/sell at any point Clarification for quantities transferring into and out of a pooling account

Capacity Release

Capacity Release Simplification of the Acquired Capacity Agreement Concept Remove Acquired Capacity Agreement form Bid supplemented by the notice posting of capacity will constitute the agreement Bid Methodologies Removal of Weighted Composite Bid Methodology Update defined terms used for NPV calculation

Capacity Release Recall/Reput Notice Recall notice will include the timing associated with the recall and, therefore, the reput (if applicable) will occur based on the end time reflected in the recall notice. Removal of requirement to have separate notices for recalls and reputs

Billing and Payment

Billing and Payment Uniform Payment Timing for Wire and Non-Wire EPNG Current Wire: Due 11 days from the invoice date Non-Wire: Due 10 days from the invoice date Proposal Wire: Due 10 days from the invoice date Mojave Current: Due 25th day of the month Proposal: Due 10 days from the invoice date

Park and Loan Service Update

Park and Loan Service Update Revision to PAL service terms throughout the tariff for consistency with KM legacy pipes Convert PALSA Pro Forma Agreement to PAL Service Request Order (“PAL RO”) Clarification related to the charges assessed for actions that vary from what is contracted for under the PAL RO

Summary Moderate tariff proposals for the EPNG and Mojave pipelines to recognize the conversion from the Passport System to the DART System. Tariff filings are anticipated to be submitted to FERC in August/September 2016. Pro forma tariff records will be submitted Separate implementation filings will be submitted 30 to 60 days prior to DART Go-Live date.
