Objective of presentation Kumagai and Partidario 37th Annual Conference of the International Association for Impact Assessment 3-7 April 2017 | Montreal, Canada Objective of presentation We introduce an inter-scaling analytical framework for lasting community wellbeing (LCW) and climate change, and compare major plans addressing the issue from Lisbon and Tokyo. The question was whether or not the two cities have done forward planning that addresses considerations in LCW and climate change mitigation and adaptation in an integrated manner.

Key features of LCW (we proposed last year) Kumagai and Partidario 37th Annual Conference of the International Association for Impact Assessment 3-7 April 2017 | Montreal, Canada Key features of LCW (we proposed last year) Sense of place – sense of belonging, individual feeling of autonomy, social- ecological integration (linked to livelihood activities such as local commerce, artisan production, local public amenities and life support services, inclusive activities) Urban farming – food (including aquaculture), flowers, markets, ecological services (protected, for example, by retaining permeable surfaces) Vicinity– physical and mental accessibility, less commuting (walk, bike, trams and other soft transportation), feeling that desired amenities are close by Safety – reduction of seismic and flooding risks, crime prevention, traffic safety Learning – capacity building, community deliberation.

Lens to look into climate change Kumagai and Partidario 37th Annual Conference of the International Association for Impact Assessment 3-7 April 2017 | Montreal, Canada LCW key features – Lens to look into climate change Sense of place– reduced resource consumption with individual behaviour change, linked with livelihood activities Urban farming – increased permeability, preparedness for disturbances such as floods, heats and ecosystem changes (adaptation), adding plants (mitigation) Vicinity– reduced trips of people, goods and services, increased security in case of disasters Safety – increased safety through adaptation and mitigation activities (floods, traffic accidents, food shortages, etc). Learning – community-based efforts for behaviour change (with opportunity for rehabilitating community)

Kumagai and Partidario 37th Annual Conference of the International Association for Impact Assessment 3-7 April 2017 | Montreal, Canada Tokyo Whitepapers from Ministry of Environment and Ministry of Land, Infrastructure, Transport and Tourism (both 2016), and Saitama prefecture (2015) has sections suggesting above. They also recognize government-led public behaviour change is the key. But the notion does not link to LCW. Behaviour change has not been quick enough to obviously transform the entrenched priority on economic growth. Discourse has started among some of the national- and prefecture-level policy makers with a recognition that rehabilitating damaged forests, farmlands and river systems (“biodiversity”) can integrate climate change mitigation and adaptation and LCW

City of Lisbon - short to medium term local strategic initiatives and urban planning measures Local strategy for climate change (under development, public consultation in January 2017) – mostly about risk diagnosis and short to medium term changes. Lisbon Municipal master plan (2012) features increasing green space (improving urban run-off capacity, recreation and production through improved permeability and urban farming), neighborhood regeneration and requalification (proximity of services by foot and bicycle). ClimAdaPT.Local (Portuguese Carbon Fund initiative) focused on carbon emmissions, climatic events, adaptation measures, with discourse on lifestyle change.

Conclusions and implications Kumagai and Partidario 37th Annual Conference of the International Association for Impact Assessment 3-7 April 2017 | Montreal, Canada Conclusions and implications The discourse has started to recognize benefit of integrating LCW and climate change mitigation and adaptation. It also emphasizes importance of behaviour change at individual and household levels as well as wider neighbourhood and city-region scales. Strategy aiming the integration is not in the core of plans and policies. Entrenched priority remains. Behaviour change at multiple scales is not yet obviously happening.
