Objective of presentation Kumagai and Partidario 37th Annual Conference of the International Association for Impact Assessment 3-7 April 2017 | Montreal, Canada Objective of presentation We introduce an inter-scaling analytical framework for lasting community wellbeing (LCW) and climate change, and compare major plans addressing the issue from Lisbon and Tokyo. The question was whether or not the two cities have done forward planning that addresses considerations in LCW and climate change mitigation and adaptation in an integrated manner.

Learning – community-based efforts for behaviour change (with opportunity for rehabilitating community)

They also recognize government-led public behaviour change is the key. But the notion does not link to LCW. Behaviour change has not been quick enough to obviously transform the entrenched priority on economic growth. Discourse has started among some of the national- and prefecture-level policy makers with a recognition that rehabilitating damaged forests, farmlands and river systems (“biodiversity”) can integrate climate change mitigation and adaptation and LCW

City of Lisbon - short to medium term local strategic initiatives and urban planning measures Local strategy for climate change (under development, public consultation in January 2017) – mostly about risk diagnosis and short to medium term changes. Lisbon Municipal master plan (2012) features increasing green space (improving urban run-off capacity, recreation and production through improved permeability and urban farming), neighborhood regeneration and requalification (proximity of services by foot and bicycle). ClimAdaPT.Local (Portuguese Carbon Fund initiative) focused on carbon emmissions, climatic events, adaptation measures, with discourse on lifestyle change.

It also emphasizes importance of behaviour change at individual and household levels as well as wider neighbourhood and city-region scales. Strategy aiming the integration is not in the core of plans and policies. Entrenched priority remains. Behaviour change at multiple scales is not yet obviously happening.
