Different Types of Early Reforms During The Industrial Revolution In the socialism system governments owned the means of production and operate them for the welfare of all people. Utopian socialists believed that people could live at peace with each other if they lived in small cooperative settlements, owning all the means of production in common and sharing products. 19.5 Terms Socialism- some reformers of the 1800s advocated a political and economic system called socialism. Governments owned the means of production and operate them for the welfare of all people. Communism- an economic and political system which ignores basic human rights which is also referred to as authoritarian socialism. Authoritarian socialism- refers to a collection of political-economical systems describing themselves as socialists. Democratic socialism-people retain basic human rights and partial control over economic planning through the election of government officials. Robert Owens Ideas Of Reform Owen believed that if people lived in a good environment, they would cease to act selfishly. Owen encouraged workers to form unions . Owen established cooperative communities in great Britain and in the united states.
