CRITERIA OF THE MOULINETTE PROCESS Criterion No. (priority order) Criterion 1 Policy relevance to as many MS as possible 2 Financial resources 3 Coherence with other SRIAs (JPI, Blue Med, etc.); support from JPIs 4 Focus on gaps in knowledge 5 Demonstrated added value to ERA 6 Number of countries interested in being an ERA-Net partner 7 Topic large enough to mobilise both small and big MS 8 Complementary to work programme topics 9 Other joint activities dependent on theme and type of funders 10 Impact on strategy development (at EU & MS levels) 11 Increasing EU competitiveness (keeping industry needs in mind) 12 Integration of “new” member states 13 Social impact of expected outcomes 14 Contribution to internationalisation (networking beyond EU)
New criteria Justification of Union intervention Contribution to the objectives (No support to topics that are not clearly linked to the strategic orientations of the WP 2018/20); Relevance and positioning in the broader context (No support to topics already covered by H2020 calls unless there is clearly demonstrated complementarity and no support to activities/topics already covered by support to other P2Ps); Added value of Union intervention at EU level and national level (No support to topics that do not demonstrate that the mobilised resources and variety of activities are adequate to achieving the objectives) Budgetary issues and leverage effects Indicative financial commitments (No support to topics that are not supported by indicative commitments to the co-funded call and to other calls / activities at national/transnational level); Amount of requested Union contribution (Minimum leverage effect of 5 to be expected by the Union support). Expected impacts on EU and national level (no support to topics that do not clearly demonstrate the expected impacts at EU and at national level)
