LOCAL SUSTAINABLE TRANSPORT FUND Element 1 - Overall Marketing and Communications Plan Develop a focused, effective and well-targeted marketing plan through engagement with all elements of the local community, business and key stakeholders. The objectives of the community engagement process are: • to understand the attitudes, motivations and barriers of the identified target groups in respect of the proposed elements; • to understand what messages and communications channels will prove most effective, for example a launch event; • to support and develop mobility management (smarter choices) schemes and objectives; • to ensure the strategy makes the most efficient use of resources to achieve maximum impact on the local community by building on the highly successful Cycle Southend and Move Easy brand;

LOCAL SUSTAINABLE TRANSPORT FUND Element 2 – Walking, Cycling and Public Transport Working with local stakeholders, voluntary and community groups we will:- • continue and expand www.cyclesouthend.co.uk in the form of marketing, soft measures support and events (particularly in the build up to the London Olympics) • further build on and continue the development of the cycle network; • create a Social Enterprise (former Re-cycle Centre) offering training, bike hire and a “hub” for sustainable transport advice and support; • create www.walksouthend.co.uk to promote walking short journeys • a “Southend Metro” ticket for local travel taking advantage of the 7 railway stations in Southend on the c2c line;

LOCAL SUSTAINABLE TRANSPORT FUND Element 3 - Travel Planning • personalised travel planning for 8,000 households (working with Darlington Borough Council), • develop new travel plan models for Businesses, Schools & Colleges and the University; • expand the work of the MoveEasy travel planning network with other organisations, schools and voluntary organisations (particularly Southend Association of Voluntary Services); • Continuation and expansion of Station Travel Plans; • Join with Essex County Council to support Workplace, Residential Travel Plans and introduce an accreditation system

LOCAL SUSTAINABLE TRANSPORT FUND PERSONALISED TRAVEL PLANNING WITH TRAINED, WELL EQUIPPED VOLUNTEERS

LOCAL SUSTAINABLE TRANSPORT FUND Element 4 - Better Informed Citizens and Businesses Working in partnership with Essex County Council, Thurrock Council, bus and train operators and passengers we will develop: • a web based travel planning portal; • enhancing existing Intelligent Transport Systems including ANPR, Variable Message Signs, Webcams, CCTV, Traffic Control systems to develop a new Integrated Traffic Management Centre; • Automatic Vehicle Location – support for the procurement of essential new bus location, real time system, smartcard and better informed traffic management
