Computer Based Testing - CBT NYSAA Dynamic Learning Maps (DLM) NYS 3 – 8 Assessments Questar Applies to students with severe cognitive disabilities (<1% of students) NYSAA ELA and Math only (not Science and SS) Second Year of Implementation CBT is required Was first offered in Spring 2016 as an option for Field Testing for ELA & Math Option for this year for Field Testing and for Operational Testing CBT will be required by 2020

NYSAA NYSAA will continue to use Dynamic Learning Maps (DLM) for computer based ELA & Math testing. Social Studies and Science will still be paper based. DLM utilizes the KITE client as the student interface to administer the exam. KITE must be updated to version 3.0 and prior versions must be removed. Computer Based Testing support and current manuals: https://cbtsupport.nysed.gov/hc/en-us/articles/214763583-DLM-Manuals-Updated Trainings for new staff will take place in December and January. They are posted on mylearningplan.com. For further information contact Patricia Schwetz pschwetz@nasboces.org Recertification for returning teachers will be online. NYSAA Computer Based Testing will be administered between March 20th and June 2nd.

DATA All enrollment, demographic and roster data must be in Level 1 by Nov. 10th (the latest!). NYSAA students must be correctly coded with the 0220 code. Data should be populated in the Educator Portal by the end of November. Student DLM ID’s are the student’s NYSSIS ID’s. NYSED will not load roster data. This should eliminate the double rostering issue encountered last year. Users will roll over from last year. New users must be entered by the District Testing Coordinator (DTC). Roles will have to be assigned or updated as necessary.

User Roles District Test Coordinator- Assigns other roles in the district, upload enrollment and roster files and modify student records. This role is a good match for district Assessment Coordinators. District User - Has view and edit permissions for users, students, and rosters in a district. This role is a good match for district data managers. District Superintendent - Has view and edit permissions for users, students, and rosters in a district. Building Test Coordinator – Assigns other roles in a school, upload enrollment and roster files and modify student records. Building User – Can access records for all students in that building. Can view student records and edit some information. Has access to users and students in an individual building with some upload and edit permissions Teacher – Teachers have access only to the records for those students linked to their account by a roster. Can view and edit First Contact (FC) survey and the Access Profile (AP).

Computer Based NYS 3-8 Assessments Questar This year, both field testing and operational computer based testing are available and optional. Questar utilizes the Nextera client for 3-8 testing. For those who used it last year for field testing, the client is the same. For new users it must be downloaded. Chromebooks, PC’s, IPads and Macs are supported by Nextera. Android and Linux systems will not be supported. For operational testing, districts/schools can choose grade, subject and building. However, if a grade is chosen for a specific building, every class in that grade and building must participate. If a school participates in CBT, they must participate in computer based scoring (ScorePoint).

Technology Readiness Certification Test Ordering In late October, the business portal will open and schools will be able to order exams. When assessments are ordered the decision to utilize CBT must be made. The option for CBT Field Testing will be indicated on your testing order as well. Principals are responsible for ordering assessments for their building. Technology Readiness Certification An additional requirement, if utilizing CBT, is to self-certify technology readiness. A checklist will be released shortly. Checklist components will be devices (enough to test the entire grade in a building at the same time), bandwidth (adequate), and personnel. Deadline for self-certification will be end of December. If not completed by this deadline, the school will be reverted to paper based testing. (Please be advised that this information has been updated since this was presented – all students must be tested on the same day – not at the same time.)

What’s Next? Enrollment and Demographic Data will be loaded from Level 2 to Questar. Accounts will be carried over from last year for the Administration Site and a DTC (District Test Coordinators) will be assigned based on district information in SEDREF. If a district does not identify a DTC in SEDREF this role will be assigned to the Superintendent. DTC’s will have new passwords assigned each year. DTC will then be able to download the secure browser and assign user roles. User roles are created in Nextera each year. Users do not roll over.

User Roles DTC – District Test Coordinator- one per district, assigns other roles, main point of contact for Questar. District Level User (DLU) - multiple users same permissions as the DTC. School Test Coordinator (STC) – one per school; manages all building level users. Building Level User (BLU) – multiple users; same permissions as the STC. Teacher – Not a BLU, test administration access only. District/School Information Technology Coordinator - No access to user accounts, access restricted to downloading secure browser. Technology point of contact for troubleshooting technology issues.

Testing & Training Questar will be providing training videos (available through cbtsupport.nysed.gov) SED/Questar Road Shows- January 9th – January 20th. Will address ScorePoint and Tech Readiness.

Testing & Training New Question Sampler will be available in late October. Link will be on the CBT Support Website. https://ny-practice.nextera.questarai.com/student/webclient/practicetest/ Chrome is the recommended browser for the question sampler. It will include enhancements made based on feedback from field testing Students should familiarize themselves with format and tools well in advance of taking the exam. Student Nextera ID’s will be the student’s NYSSIS ID. Passwords will be assigned by the system. They are addressing the issues regarding “zeros” and “O’s” and “ones” and “L’s and I’s”

ScorePoint This is the platform used to score Computer Based assessments. Questar will provide this to districts/schools as well as to vendors. Training will be available via webinars. In order to utilize ScorePoint each scorer will have to have access to a computer.

After Testing There are three different scoring models that can be used: district, regional or outside vendor; however, all scoring must be done using ScorePoint In district: You must have teachers from 3 buildings to score the exams. If your district does not have 3 buildings you can join with other schools/districts for regional scoring. BOCES can assist you with contact info for possible matches (grade level, exam, location, # of students etc.) For vendor scoring, BOCES partners with OSC. There is no minimum requirement to use OSC to score your exams. Other vendors will also have access to ScorePoint.

Data Flow Data from Score Point will go directly to Questar Merged with Part 1 (Multiple Choice) It will be loaded to Level 2 (NYS) It will flow to Level 1 (Data Warehouse) Then IDW reports can be generated.
