TCAS II Change 7.1

TCAS – Collision Avoidance (Change 7.1) CP112: RA Reversal – either aircraft can issue reversal in a TCAS-to-TCAS RA event TCAS 7.1 – Two Operational Changes Allows “Master”, “Slave” reversal of roles. For instance, if an RA (Resolution Advisory) occurs requiring the pilot to follow the TCAS escape commands, then one TCAS unit will assume the role of master and one of slave. The master commands its aircraft to either climb or descend and then instructs the other aircraft to do the opposite. However, if the master aircraft follows the wrong procedure (let’s say descend, like in the picture above, instead of climbs), then the other TCAS unit can now recognize the situation, assume that position of master, and then tell his flight crew to reverse the descent into a climb. In the past the verbal call outs by the TCAS after the RA was over was “Adjust Vertical Speed Adjust”. But some pilots were not leveling off fast enough with this command and were breaking through the altitude with the possibility of causing another RA with another aircraft at a different altitude. So now the call out has been simplified to “Level Off, Level Off”. CP115: “Adjust Vertical Speed Adjust” updated to “Level Off Level Off”

Link 2000+ Mandate Summary Mandate Overview: Legislation published in January 2009 (EC Reg. 29/2009) Aircraft and ANSPs must upgrade to support PM-CPDLC Principle Mandate Requirements: Pilot data entry (MCDU) Forward field annunciations and aural alerting VHF communications radio (VHF-4000) GPS interface for date/time stamping Digital cockpit voice recorder (CVR) interface ** Data communications management (CMU-4000) Key dates: Aircraft operating above FL285: Forward Fit: January 2011 Retrofit: Feb 5th 2015 (unless exempt) Ground: Core European ANSPs to be operational by Feb 7th 2013 The rest of European ANSPs to be operational by Feb 5th 2015 Exemptions Based on aircraft platform FANS 1/A aircraft delivered and operational before 2014 Aircraft retiring before Dec 2017 There are many ANSPs (Air Navigation Service Providers) in Europe due to the many countries. As a result, there is VHF frequency congestion. Several years ago 8.33 kHz spacing was introduced allowing for two more VHF channels between the standard 25 kHz channels. However, even with this frequency congestion continues to be a problem. Ling 2000+ is a CPDLC (Controller, Pilot Data Link) that will help alleviate this problem. Aircraft equipped with FANS 1/A (an oceanic CPDPC solution) are exempt if equipped before Jan 1, 2014.

ADS-B Out

Surveillance – ADS-B Out Secondary Surveillance Radar Mode A/C Interrogating the Transponder Mode S Elementary / Enhanced Surveillance (Europe – “Flight ID” Mandated 30th March 2007) ADS-B (Out) Transmitted information available to anyone with the appropriate receiving equipment Ground Stations Australia/Hudson Bay FAA Plans Cascade Aircraft Receivers Traffic Computer (TCAS) ADS-B Out uses the transponder to communicate the aircraft’s GPS position to a ground station. The position can then be displayed on a ground controllers display. This enables radar like coverage building far more expensive radar sites. In AsiaPac we have many non-radar controlled areas. So this is an expensive way to bring radar like coverage to Asia. The benefit to the operator, is that eventually (like in Australia) aircraft separation will be reduced form 50 to 5NM, allowing greater throughput through the airspace. ADS-B Out has two versions. One is called DO-260 and the other is called DO-260B. Asia is implementing DO-260 while Europe and the US will be using DO-260B. The difference is in the message sets that are transmitted by the aircraft.
