HUMAN SETTLEMENT PRESENTATION ON THE MILITARY VETERANS HOUSING ASSISTANCE PROGRAMME – 22nd AUGUST 2017

1. BACKGROUND The Military Veterans Housing Assistance programme derives its mandate from the Military Veterans Act 18 of 2011 The Act enjoins the Department of Military Veterans (DMV) and the Department of Human Settlements (DHS) to provide decent housing for Military Veterans The Military Veterans Regulations were promulgated and gazetted in 2013 The programme is intended to achieve the following: improve the housing conditions of Military Veterans offering them security of tenure and shelter contribute towards building an inclusive community with improved economic conditions and social security

2. QUALIFICATION CRITERIA In 2013 regulations for Military Veterans benefits including provision of housing were published by Department of Military Veterans: A Military Veteran qualifies for a housing benefit of a total value not exceeding R188 000.00 if she or he is not employed & receives a pension from the State is employed and has an annual income of less than R125 000 does not own a house has not previously received a house or other housing benefit from the state If he/she is in a spousal relationship, his or her spouse has not received a house or other housing benefit from the state Military Veterans must be lawfully residents in South Africa (i.e citizen of the Republic of RSA or in possession of a permanent permit) Military Veteran must be legally competent to contract

3. THE NORMS AND STANDARDS FOR A MILITARY VETERAN’S HOUSE The following was agreed to: 50m2 gross floor area; Ceilings and insulation for the entire house; Tiles floor for the entire house; Plastered and painted walls; Kitchen fitted with cupboards and cooking facility; Solar water heating device; Electrical installation; Car port with paving; and Perimeter fence for entire property

4. CONTRACTUAL OBLIGATIONS The Memorandum of Understanding was entered by DMV and DHS on 07 February 2012. DMV shall identify Military Veterans eligible and timeously furnish DHS with the list annually. DMV shall provide top up finance to DHS to cover the short fall for housing units of Military Veterans DMV and DHS shall agree on annual performance targets in line with Government’s planning circle DHS to provide units to eligible Military veterans as per durable minimum specifications Upgrading or repairing of existing houses belonging to Military Veterans Funding shall be transferred in compliance with the PFMA and DORA Acts The qualification criteria of DMV will be used and selection processes of DMV are applicable for the purposes of Military Veterans’ housing project DHS may provide military veterans with construction training DMV shall furnish DHS with list of Military Veterans to receive training in construction and related fields

5. FINANCIAL ARRANGEMENTS Service Level Agreements entered into between DMV and PHD’s. Provincial Departments writes pro-forma invoices to DMV who will in turn disburse the top-up funding directly to Provincial Human Settlements coffers.

6. 7. IDENTIFIED CHALLENGES During this quarter, there is no activity in 5 Provinces: Free State Kwa-Zulu Natal Limpopo Northern Cape, and North West Province There is slow or lack of uptake on the BNG option by SAMVA Lists of Military Veterans (beneficiaries) still being challenged by structures Unauthorised occupation of houses by the Military Veterans Lack of coercion within SAMVA and some beneficiaries approaching the Department individually. Qualification criteria relating to required income of R125 000 (Review of the Regulations) Some Provinces claim delays in contractor appointment. Lack of uniformity in the implementation of the project (Free State 100m² and Limpopo 75m²) Provinces not applying for overrides to fast-track allocation. Some Provinces have not established Provincial Steering Committees. Integration of processes for settlement of outstanding bonds of Military Veterans. Current financial arrangements relating to top-up funding.

8. PROPOSED MITIGATION MEASURES Post the Ministerial Dialog with Military Veterans on the 03 May 2017, the Department has held a meeting with leadership of MKMVA with a view to present the strategy of delivery for support. Implementation of the circular on overrides has been signed off and approved by the DG and forwarded to Provinces. Encourage all Provinces to adhere to the approved 50m2 regulated building structure for consistency and uniformity of delivery. Allocation of 40m² BNG units to Military Veterans (Top-up funding to be to be used to enhance the unit and cost of the enhancements not to exceed the R78 000.00) Settlement of MV’s bonds within and below R188 000.00 (and other cases to be dealt with separately) are being fast-tracked. Seventy (70) has been settled by DMV. The beneficiation of Military Veterans owned companies registered with Provincial SCM’s be allocated at least the minimum of 30% in line with the Treasury Regulations on Military Veterans. Establishment of Service Centres in the Provinces (especially in those Provinces where there are no Call Centres to deal with MV issues). All approved human settlements projects implemented in Provinces will have 10% Military Veterans houses.

8. PROPOSED MITIGATION MEASURES - continued… Established a National Task Team (6 members) to assist with implementation of the programme Military Veterans to build own houses through the People’s Housing Process (PHP) Top-up funding to be subjected to the conditions of DORA and be disbursed from NDHS to Provincial Departments Department in the throes of appointing an IT company to assist the Department with the enrolment and verification of Military Veterans
