HB 2804: A-F Accountability DISCLAIMER: Discussions regarding the indicators and implementation of HB2804 are ongoing and all information presented here is current as of December 7, 2016 and subject to change. Further information regarding components and methodology is yet to be released by TEA.

HB 2804 Timeline December 1, 2016: Commissioner announced final decisions December 30, 2016: TEA releases provisional A-F ratings to the Texas legislature, in accordance with statute January 4, 2017: Districts and campuses receive provisional A-F letter ratings based on 2016 data, minus Community & Student Engagement January 6, 2017: Provisional A-F letter ratings are released to the public on TEA website Summer of 2018: A-F Accountability System begins with 2018 testing year data

Domain I Students are measured according to the passing standard Students are measured according to Final Level II Performance relative to your comparison group can result in your letter rating being bumped up “a” letter grade

Domain II Growth is still rewarded How growth is calculated may change Your performance relative to your comparison group could “bump” you up a letter grade

Domain III All student groups will be included if they meet minimum size “Gaps” are being looked at between the group’s performance and 60%

Domain IV Challenges: No standardized test scores may be used Lack of indicators available below high school Means by which to gather data for some proposed indicators

DomaIn IV Big Ideas Districts and High Schools Dropout Rate Graduation Rate Graduation Plan Rate Chronic Absenteeism Rate Postsecondary Readiness (2016-2017 provisional release): Complete CTE-Coherent sequence of courses Complete one or more AP/IB courses Complete 12 hours or more of earned postsecondary credit Achieve TSI benchmark on the TSIA, SAT or ACT Postsecondary Readiness (2017-2018 provisional release): Complete CTE-Coherent sequence of courses/earn industry (national recognized) certification Perform at or above criterion score on one or more AP/IB examinations Enlist in the U.S. armed forces

DomaIn IV Big Ideas Middle School Dropout Rate Chronic Absenteeism Rate Starting in Summer 2018: Preparation Course - Percentage of students receiving instruction to prepare for high school, college and career (mandated by HB 18) Elementary School HB 18 – students in grades 7 or 8 should receive instruction in preparing for high school, college, and a career. Must include the following: Creation of a high school personal graduation plan Distinguished level of achievement Each endorsement College readiness standards Potential career choices and the education needed to enter those careers

Domain V From Community & Student Engagement (Local Accountability), districts/campuses will select and report to TEA the three indicators to be used for Domain V before the relevant school year begins Will not be included in provisional release

What does this mean for us? A-F ratings will be officially released after the 2017-2018 school year, pending any legislative change. The provisional A-F ratings released by the Texas Education Agency (TEA) on January 6, 2017 are solely a preliminary evaluation using data available from the 2015-2016 school year. In its design of the system, TEA restricted “A” ratings to only 10% of campuses and “B” ratings to only 15%. When fully implemented in the summer of 2018, each letter grade will be associated with a target score released and will not be based upon a pre-determined proportion of campuses receiving A’s and B’s. Allen ISD firmly believes that limiting “A” and “B” ratings to a certain proportion does not then accurately describe the overall performance of students in Allen across multiple areas, academic and otherwise. Allen ISD remains committed to the success of all students by preparing them academically for future pursuits, as well as equipping them to become effective problem solvers, effective communicators, and responsible and engaged citizens.
