Lots of examples of what works… http://www.housing.org.uk/topics/health-care-and-housing/what-do-good-partnerships-look-like/
Starts at Home campaign
Jenny’s story… Jenny moved into the Great Places supported housing scheme after being evicted from a hostel where she had ended up after being thrown out of her mother’s house. Jenny had a very young child when she was given a place at Olivia Lodge, a scheme for women aged 16-25 who are either pregnant or have children up to the age of 5
Michael’s story… Supported housing helped Michael move from homelessness to living independently, and the support he has received to help turn his life around “At Sanctuary Supported Living, we were encouraged to develop at our own pace. Staff helped us to plan how we could change our lives through developing the skills needed to live independently…”
Future of Supported Housing
Key principles As a result of reforms to the funding of supported housing: No-one with support needs will become homeless or end up in unsuitable accommodation. The actual housing and support cost of delivering a quality service will be fully met, and will be flexible enough to meet changing levels of demand. The taxpayer and those living in supported and sheltered housing will have evidence of the quality and value for money of the services being funded.
September announcement “we will bring in a new funding model which will ensure that the sector continues to be funded at current levels”
Government announcement LHA cap will apply to all tenants from 2019 Housing costs paid through benefit system up to LHA level No Shared Accommodation Rate - one- bedroom LHA rate for under 35s in supported housing
Government announcement Local authority top-up, with ring-fenced funds allocated by DCLG A different solution for short-term transitional services Rent cut for supported and sheltered from April 2017 – except refuges, alms houses and co-ops
Federation response We welcomed: No LHA cap until 2019 No Shared Accommodation Rate Pledge to fund housing costs to the same extent as they are currently The ring-fencing of funds
Huge number of unanswered questions Unequal impact of LHA cap as a measure Why choose the LHA cap at all? Size of local allocations, transitional arrangements, how will the pot increase with need? How (if) existing tenants will be protected Extent of local decision making within the ring-fence What form of local Impact on sheltered housing Impact of the rent cut
Consultation launch Sets out rationale for change – Universal Credit and local focus Deadline Feb 13th Green Paper to follow Spring 2017 with more detail Autumn 2017 – detailed model announced Shadow year arrangements in place Commencement of new funding model
5 key areas the consultation will cover General: the how, not the what fair access to funding, including the detailed design of the ring fence and any additional protections local roles and responsibilities arrangements to provide oversight and assurance the appropriate balance between local flexibility and stability developing a funding model for short term accommodation, including hostels and refuges
