Baku Higher Oil School at a Glance  Baku Higher Oil School (BHOS) (Azerbaijani; Bakı Ali Neft Məktəbi) was established as a subsidiary of SOCAR under the decree of the President of the Republic of Azerbaijan Ilham Aliyev dated 29 November 2011 . Education process is based on strong partnership relations with Heriot-Watt University (HWU), UK The main language of instruction is English There are three specialties – Petroleum Engineering, Chemical Engineering, and Process Automation Engineering. Following the education results the students will get diplomas of BHOS and  Heriot-Watt University BHOS students, professors and library have got access to all the HWU information resources, including VISION (Virtual Student Information Organisation Network) BHOS is the university many professors of which has got recognition and leadership in their professional fields HWU isaA leading UK university for business and industry with an established reputation for world class teaching and pioneering research. BHOS Is one of two universities in Azerbaijan has implemented open access repositoty. I’ll talk about it a couple later. Definition of Open Access In using the term “open access”, we mean the free availability of peer-reviewed literature on the public internet, permitting any user to: - Read, - Download, - Copy, - Distribute, - Print, - Search, or Link to the full texts of the articles Open Access - free access to online readers of scientific publications with the right to read, download, copy, distribute, print, search, refer to the full-text articles, indexing, etc Open access to research results - one of the five most important scientific events of 2003 by The Scientist and versions of Nature, one of the seven scientific breakthroughs of 2003, which should be given maximum attention in 2004 (Science Magazine), finally, one of the ten most high-profile events of the year (The Wall Street Journal). The Open Access Movement BOAI, February 2002 Bethesda Statement on Open Access Publishing, 2003 Berlin Declaration, October 2003, May 2004 & February 2005 Welcome Trust, October 2003 Australian group of Eight Statement on Open Access to Scholarly Information, 2004 Alhambra Declaration on OA, May 2010 IFLA Statement on Open Access, April 2011 SPARC Europe Statement on Open Access, 2011 LERU Roadmap towards OA, June 2011 There are many declarations and other documents on open access, but the most important the following in which key goals have been defined: Declaration of the Budapest Open Access Initiative in 2002 The Budapest Open Access Initiative: an international effort to make research articles in all academic fields freely available on the internet. The Bethesda Statement on Open Access Publishing is a 2003 statement which defines the concept of open access and then supports that concept. The Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities of 22 October 2003 was written in English. It is one of the milestones of the Open Access movement The Group of Eight is a coalition of leading Australian universities The Principles and Guidelines are meant to apply to research data that are gathered using public funds for the purposes of producing publicly accessible knowledge. Support of the Open Access by Developed Countries UK Parliamentary Inquiry: Science and Technology Committee, 2004 U.S. Appropriations Committee, 2004 Canada, 2003 - the Canadian Association of Research Libraries, launched an Institutional Repository Project in 2003 Australia, 2004 - Australian Research Information Infrastructure Committee (ARIIC) Open Access Declaration Italy, 2004 - Messina Declaration Germany, 2003 - Berlin Declaration on open Access to Knowledge in Sciences and Humanities Sweden- Since 2006, Sweden has had a national OA programme, OpenAccess.se, which has played a role in the creation of a national search portal for scholarly publications (SwePub) France - France's HAL multi-disciplinary open archive was launched by the Centre National de la Recherche Scientifique (CNRS) in 2001. UK Parliamentary Inquiry: Science and Technology Committee, 2004 all UK higher education institutions establish institutional repositories U.S. Appropriations Committee Proposal to mandate all research funded by National Institute of Health be made available through PubMed Central (OA) 6 months after publication in peer-reviewed journal Canada, 2003 – CARL, the Canadian Association of Research Libraries, launched an Institutional Repository Project in 2003. – SSHRC introduced compulsory self-archiving, 2004 31 Italian Universities and 1 research centre) gathered in Messina, Sicily, to sign the Berlin Declaration, 2004 The Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities of 22 October 2003 was written in English. Support of the Open Access by EIFL Open Access policy has now been adopted by 47 institutions in developing and transition countries in the EIFL network There are 670+ open repositories and 3.400+ open access journals in EIFL partner countries EIFL- OA organized 121 awareness raising, advocacy and capacity building events and workshops in 2003-2013 in 41 countries with participants from over 50 countries EIFL is an international not-for-profit organisation based in Europe with a global network of partners. Two Ways of the Open Access Budapest Open Access Initiative <http://www.soros.org/openaccess/index.shtml> Recommends 2 Strategies: Open Access Journals ("gold"): Publish your article in a suitable open-access journal whenever one exists. 2. Self-archiving in Open Electronic Archives/Repositories ("green"): Otherwise, publish your article in a suitable toll-access journal and also self-archive it.  Author pays publication charges so that article can appear in an OA journal. Publishing articles in open access journals, ‘author pays’. Usually paid for by institution or included in research grant. Increasingly, UK Universities have established publication funds e.g. Nottingham and Birmingham. Green strategy is the process of posting your articles to a repository or website. Unlike the gold open access model there is no fees to the author to pay under the green model of open access Two types: Open Access publishers (PLOS, BioMedCentral, Hindari) Traditional publishers with OA option (Nature, Elsevier, Springer) – Hybrid. Self archiving in a repository of published research (plus others conference papers etc)– Subject e.g Organic E-Prints, PubMedCentral, arXiv, Repec Or Institutional – a way for universities to showcase their research and to preserve it. Usually (if not completely) in addition to publishing in a journal – OA, hybrid, subscription only. Publisher could impose embargo. The Power of Open Access – Institutional Repositories For 72% of papers published in the Astrophysical Journal free versions of the paper are available in repositories (mainly through ArXiv) These 72% of papers are, on average, cited twice as often as the remaining 28% that do not have free versions available in repositories. World-Wide Deployment by Countries Proportion of repositories by country shows that The USA is a leader – about 17 %, than UK- 8,5%, Germany-6,5% It’s important to the highlight that these countries were the first to introduce recommendations Budapest, Berlin and other forums as well as the mandates and recommendations for the early introduction of open access to scientific publications. Former Soviet Union Countries Deployment Proportion of repositories by the former soviet union countries shows that in this case Ukraine is a leader -44%, than Russia- 25%, Luthania- 9%, Belarus-8% and etc. Azerbaijan-2%, In the end of the list are Moldova and Armenia-1% Most national governments have not proposed or implemented direct legislation on OA The contrast of the situation with the neighboring countries of Open Access Repositories from the West, which is evident to all who are engaged in research in this area is primarily quantitative lag . The need for the development of open electronic archives as one of the most effective ways to preserve the intellectual potential of the country must be recognized as a priority national objective. Unfortunately, in the post-Soviet countries as compared with developed countries, there is still no national-level programs aimed at large-scale implementation of this task Slowness of post-Soviet states in creating archives OD not understandable, because, firstly, there are free programs ready for them, and secondly, now worldwide attention paid to the formation of full-text electronic resources and seen rapid development in all areas of public access.
