Bicycle Pedestrian Safety Action Plan Purpose Funding Sources Identify actions needed to reduce pedestrian and bicycle fatalities and serious injuries in Lee County Goal – Reduce pedestrian and bicycle and fatalities and severe injury crashes on an annual basis measured by a per capita rate (per population): Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Develop Press Kit Not started due to low amount of initial authorization – budget now in place and we can proceed Incorporate Pedestrian and Bicycle Design Improvements Into 3 R Project Discussed but have not identified funding that would supplement this effort – during LRTP development is time to include if wanted Re-energize Community Traffic Safety Committee (CTST) CTST discusses safety issues, conducts field reviews and develops safety action list – trying to increase their visibility and help through peer review Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Develop Educational Outreach Campaign Numerous agency events include health fairs, educational courses, presentations, media events, educational bike rides, bike rodeos and educational/enforcement details Example of events include Streets Alive, Safe Kids, Walk to School, Drug House Odyssey, St Francis Safety Day, Safety Committee Meetings Agencies involved include the DCF, Lee County Parks & Rec, LCSO, MADD, Stay Alive…Just Drive, Lee EMS, FMPD, Lee Co. Health Dept., Lee Memorial Trauma Center, Injury Prevention Council, Cape Coral Police Dept, Lee MPO, BikeWalkLee, FHP, FDOT, AAA, Bike Ped Matters Over 250 events listed for the last year Development of Public Service Announcements, Billboards etc. Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Crash Data Reporting MPO uses Signal 4 and FIRES to analyze crash data and reports bicycle/pedestrian fatalities and injuries on a periodic basis (produce maps, graphs and spreadsheets) Implement Enhanced Safety/Design Techniques on High Crash Corridors US 41 corridor from Winkler to Victoria and Estero Boulevard Identify Potential Corridors for Road Diets Old US 41 in Bonita, Lafayette in CRA and Current Long Range Plan includes several corridors that have been changed – Buckingham, Winkler, Sandy, Crystal and Alabama Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Implement Strong Law Enforcement Program Between the Lee County Sheriff’s Office, Florida Highway Patrol, Fort Myers Police Department and the Cape Coral Police Department there have been 53 bicycle and ped education/enforcement details conducted last year Enforce traffic laws protecting bicyclists and pedestrians but also raise awareness and overall education to drivers, bicyclists and pedestrians Enforcement issues – Riding against traffic, wearing headphones while operating and faulty/no safety equipment Education items – crossing in well lit areas/crosswalks, following traffic control devices, bike lights and making drivers aware of bike/ped use on sidewalks and in crosswalks Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Implement Strong law Enforcement Program (Continued) Training of officers – roll call training video and certified bicycle officers High visibility grant funding for pedestrian/bicycle education and enforcement (received by LCSO earlier last year and Cape end of 2014 for use this spring) Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Road Safety Audits (RSA) FDOT/MPO conducted four intersection RSAs that were identified from the BPSAP CTST conducted 6 bicycle/pedestrian safety reviews FDOT conducted RSA for US 41 from Winkler to Martin Luther King Provide Bike Lights for Distribution and Installation Lights have been distributed as part of the education outreach and enforcement details. Distributed more than 180 bike lights but agencies have requested 1,400 for distribution and installation Federal State County Municipalities Transportation Authorities Grant Funding

Status of Bicycle Pedestrian Safety Action Plan (BPSAP) Recommendations Funding Sources Engage Judiciary in Safety Discussion Attended early coordination meetings on bicycle/pedestrian crash issues and implementing BPSAP Review Previously Created Bicycle Pedestrian Plans to Incorporate Safety Component Updating/developing several plans over the next two years, including City of Cape Coral and Fort Myers Beach Develop a Policy for Pedestrian Signal Accommodation at Signalized Intersections Discussed issue but have not attained a resolution Federal State County Municipalities Transportation Authorities Grant Funding

Construction of Bicycle Pedestrian Facilities Funding Sources Over the next five years from state and federal sources (does not include facilities that are being constructed as part of widening and resurfacing projects): Designing/Constructing 58 miles of sidewalks/pathways Designing/Constructing over 9 miles of bike lanes/paved shoulders Planning/PD&E for 13 miles of off road pathways Federal State County Municipalities Transportation Authorities Grant Funding
