ENERGY EFFICIENCY IN PUBLIC SECTOR IN B&H

EE in public sector is one of the main activities implemented under the programme MAINSTREAMING ENVIRONMENTAL GOVERNANCE: LINKING LOCAL AND NATIONAL ACTION IN BIH Value 5,5 million USD December 2009 December 2012 UNDP UNEP UNV UNESCO FAO Improved local level environmental planning Enhanced management of environmental resources and delivery of environmental services Increased national environmental awareness and action, localizing and achieving the MDGs

WHY ENERGY EFFICIENCY IN PUBLIC SECTOR? Progress in B&H on reduction of energy consumption and related costs is very low End energy consumption rate in buildings, facilities and installations owned and administered by public sector estimated to be 57% (goal is 30%) Insufficient technical possibilities to control and measure actual end energy consumption (no measuring and control devices) Awareness of citizens and decision makers on relations between causes of high end energy consumption rate, costs and possible solutions very low EE/RES is only for the “rich”, due to prejudices that high investment are required to achieve EE There is a direct link between public energy consumption and related cost reduction and savings in public budgets Implementation of EE/RES can make significant financial savings that can be rechanneled into new investments and leads to green development

APPROACH/ METHODOLOGY Funds made available for implementation of innovative energy efficiency projects Cooperation and co financing from local government is preconditioned Possible cooperation and co-financing with other donors desirable Selection of EE/RES measures: Energy audit – identify all possible EE/RES measures Assessment of technical and financial feasibility Prioritizing measures with highest Return on Investment Monitoring of results through Energy Management Information System - EMIS

SELECTION CRITERIA Cities that have joined EU Covenant of Mayors and voluntarily committed to EU “20-20-20” targets and developed or developing Sustainable Energy Action Plan - SEAP A complete set of EE/RES measures can be designed and implemented within reasonable budget (technical and financial feasibility) Project deals with a standardized problem (like: EE of typical school, EE of health care centres, public lighting, etc. ) Project pilots and promotes innovative ideas such as solar energy, fuel switch to biomass, LED illumination, etc. Project and its results can be presented as an exemplary, complete solution of a typical problem, with big potential for large scale replication

OVERVIEW OF EE PROJECTS

MONITORING OF RESULTS AND ENERGY MANAGEMENT Energy Management Information System (EMIS)  is a web application for monitoring and analyzing energy and water consumption in all public buildings entered in the system. Initially developed by the UNDP Croatia, almost USD 1 mill. has been invested in development and maintenance of the application EMIS is under implementation in 10 local communities in BiH: Sarajevo 2. Banja Luka Travnik 4. Trebinje Bihac 6. Prijedor Gradiska 8. Tuzla Bijeljina 10. Tuzla canton

MONITORING OF RESULTS AND ENERGY MANAGEMENT Analysis of data entered in EMIS enables experts to identify excessive consumption, identify and implement energy efficiency measures which result in lower energy consumption and hence lower GHG emissions significant financial savings for municipal budgets. In addition, EMIS introduction: Establishes register of all buildings owned by a city/municipality Establishes EE and EE management teams Results so far 100 buildings registered in EMIS More than 70 public employees have been trained in EMIS and more than 100 registered users

ADDITIONAL IMPACT OF THE PROGRAMME Developed capacities of local communities to prioritize and implement EE/RES through: Integrating EE/RES concerns into LEAP and SEAP development Implementation of pilot EE/RES projects Implementation and use of EMIS Introduction of EU standards and techniques Increased awareness of general population and stakeholders on EE/RES Increased local actions towards improvement of EE and introduction of RES: Una-Sana Canton initiated development of energy audits for all schools and hospitals in the canton in order to establish baseline of energy consumption, identify measures for reduction of energy consumption and introduction of RES. In coordination with relevant education ministries in the country, MDG-F programme started assessment on EE/RES in primary schools in Bosnia and Herzegovina that will result with recommendations for improvement of EE/RES in this sector.

OWNERSHIP/ SUSTAINABILITY High-level of co-financing from local to national levels shows committment Designated National Authority finally functional and assessing CDM proposals (so far one for retro-fitting a cement factory and the other a series of mini-hydro power plants) Energy issues for the first time systematically integrated into planning documents (37 new LEAPs all with energy components). 11 new SEAPs with comprehensive energy planning in some of the largest towns in BiH, which therefore provide excellent role models for neighboring municipalities (before the JP, 2 had been done, in Banja Luka, then Sarajevo). Simultaneously these 11 towns are committed to the EU Covenant of Mayors and therefore committed to the EU 20-20-20 targets. During the JP implementation, UNDP supported one of the entity Funds for environment in a change of legislation in terms of inclusion of energy efficiency and renewable energy sources. Now, as of last year RS Fund for environment and enegy efficiency and renewable energy sources is supporting grants for all three sectors. In the same manners, UNDP is supporting a change of legislation in other two funds (Federal and Brcko district) to do the same. All three will be harmonized and in accordance to EU standars/legislation.
