Our Mission The mission of the BSRB, in accordance with the intent of the Kansas Legislature, is to protect and serve the consumers of services offered by BSRB licensees, through the issuance of licenses, resolution of complaints and the creation of appropriate regulations, accomplished through efficiency, fairness and respect to all those involved.

Our Philosophy In accordance with Kansas Statutes and Regulations the agency will: Ensure standards are applied uniformly to all applicants and credentialed professionals

Our Philosophy (cont). Act in accordance with the highest standards of ethics, accountability, efficiency and openness Ensure the regulated professionals and the public are treated in a respectful, helpful and nondiscriminatory manner

The Board All Board members are appointed by the Governor to serve a four-year term and may be re-appointed for a second term, allowing service on the Board for a maximum of eight consecutive years.

The Board Composition of the Board 2 Licensed Psychologists 2 Social Workers 1 Addiction Counselor 1 Marriage and Family Therapist 1 Professional Counselor 1 Masters Level Psychologist 4 Public Members

Advisory Committees The Board has six Advisory Committees, one for each of our professions. The Board member for that profession chairs the advisory committee

Purpose of Advisory Committees A BSRB Advisory Committee, as a creation of the Board, has the purpose of advising and supporting the Board in carrying out its mission to protect the public.

Advisory Committee: Committee members serve by appointment of the Board Chair Committees make recommendations relating to regulations, licensure and disciplinary actions

Attorney General Support: Another source of support to the Board in addition to the Advisory Committees is from the Attorney General’s Office. The two attorneys assigned to the BSRB are: Jan Arndt- General Counsel Marty Snyder - Litigation Counsel

Functions of the Board There are two functions of the Board: Licensing Regulating

Staff Members There are nine staff members to carry out these functions.

Topics to Report - Current Board Work SB 254 / SB 449 Sponsored by BSRB Introduced during the 2015 Kansas legislative session Legislation standardizes and makes consistent regulatory language over the entire breadth of licensure and regulatory activity administered by the BSRB. The bill was passed and signed by the Governor in 2016.

Major Summary Points of the Bill Change the word “shall” to “may” in the BSRB fee statutes Place the Licensed Psychologists and the Licensed Social Workers under the provisions of the Kansas Administrative Procedures Act (KAPA). These professions had been under the Kansas Open Meetings Act (KOMA)

Major Summary Points of the Bill Establish supervisory training standards for the professions of Marriage and Family Therapy, and Professional Counseling. Create the ability to require fingerprinting / background checks for applicants desiring licensure with this agency. Establish the Masters Addiction Counselor license (LMAC)

Master’s Addiction Counselor Licensure LMAC does NOT eliminate the LAC This is an additional level of licensure for those with a master’s degree If you currently hold an active addiction counselor license and have earned a master’s degree in a related field, you may qualify for the new LMAC

Master’s Addiction Counselor Licensure LMAC Basic Requirements (for those who have a master’s degree in a related field) Hold an active LAC as of 7/1/16 OR Hold an active T-LAC if previously passed the NCAC II exam as of 7/1/16 Have a master’s degree in a related field, approved by the board, and conferred by 7/1/16 Complete 6 hours of CEU’s in diagnosis and treatment of substance use disorders within 3 years of application for LMAC Conversion application with no fee

Master’s Addiction Counselor Licensure Standard LMAC Application Complete and submit application with fee Has earned a master’s degree and as part of or in addition to the degree has completed 30 graduate semester hours in specific addiction coursework. K.A.R. 102-7-3(g). The current LCAC coursework requirements will become the LMAC coursework requirements. Must pass the MAC exam.

Master’s Addiction Counselor Licensure Application for LMAC by someone who is currently licensed by BSRB as an LMFT, LMLP, LMSW, LPC Complete and submit the specific LMAC application along with the appropriate fee Must pass the MAC exam

Additional Information All current LAC’s have been contacted by email LMAC requirements are posted on our website If you have applied for an LAC within the last year and have not yet been licensed as an LAC or if you have a T-LAC and have not yet passed the NCACII and you have a master’s degree in a related field you will be contacted by the board regarding possibly switching to the LMAC application. This would change the level of exam required

“Grand Parenting” “Grand parenting” for those certified prior to July 1, 2011 will still be accepted through June 30, 2017 Individuals submitting applications after this date will be required to meet licensure requirements in effect at that time
