Programming Committee - composition Shall be appointed by the national Ministries of the countries participating to the programme Members of the PC shall be nominated from the respective countries and regions Number of members differs between the programmes (bilateral/ multilateral programmes) A substitute member shall be appointed to each member European Commission’s representative is invited to all meetings as an observer Experts can be invited to the meeting
Programming Committee – term of office and convening of the meeting PC’s term of office continues until the respective ENI Programme document is finalised and approved by the participating countries and the European Commission First meeting shall be convened by the JMA of ongoing ENPI Programme
Programming Committee – nomination of the chairman The Chairman and the co-chairman shall be elected from among the members of the PC JMA of the respective ENPI Programme shall assign a secretary to the meeting
Programming Committee – Role and Duties Adoption of its rules and procedures Establish thematic working groups/ drafting teams for preparing proposals for the content of the Joint Operational Programme Document Plans wider consultations of national, regional and local stakeholders and civil society organisations Approves the final version of the JOP to be transmitted for the final approval
Programming Committee – Meeting Procedure The PC shall be convened when need arises in the countries participating in the programme; time and place shall be decided in the previous meeting Meetings are conducted in English, no interpretation into other languages will be provided Meetings shall be convened by the chairman upon the request of the JMA, a member of the PC or the European Commission
Programming Committee – decision making The PC constitutes a quorum when half of its members including at least one member from each participating country are present The decisions of the PC must be unanimous The PC may take decisions through written procedure The Secretary shall draft the minutes for the meeting. The minutes will be agreed directly during the meeting, if possible. Othervise it shall be sent to the members via email and confirmed and signed 14 after the delivery
Programming Committee – reimbursement of costs The travel and accommodation costs of the PC members shall be financed from the Technical Assistance of the ongoing ENPI Programme, if it has been provided by the Monitoring Committee of the ENPI Programme Expenses shall be paid according to actual travel and accommodation costs
