Scenario 1 Monica Smith moved to Houma, LA (Terrebonne) when her parents decided to open a restaurant. She was 4 years old when they moved. At 15, Monica got pregnant and dropped out of school. She worked in her parents’ restaurant for a year, and then decided to travel to Breaux Bridge, LA (St. Martin) to work in the sugar cane harvest, on April 1st, 2017. Her one-year-old baby traveled with her. On May 15th, Monica began working in the sugar cane harvest. Only lasting one month, she and her babe return to Houma. It’s July 1st, 2017 and a recruiter interviews Monica. Who is eligible for the MEP?

Scenario 2 On March 15, 2017, Jorge and Alba Ibarra, both 20 years old, and their daughter Victoria, 3 years old, moved to Eunice, LA (St. Landry) from Mexico. Both Jorge and Alba dropped out of school after the 8th grade. They heard from relatives living in St. Landry about possible work with crawfish. When they arrived in Eunice, Jorge found part-time work as a janitor. Alba found work cleaning/ washing crawfish on 05/01/17. The recruiter interviews the family on 07/01/17.

Scenario 3 Every summer, Patty Hebert and her parents move from New Iberia (Iberia Parish) to Belle Chasse (Plaquemines Parish) to work at Ben & Ben Smith’s Orchards packing all sorts of fruits and vegetables. They have made this trip every year of Patty’s life, and she just turned 7. On 06/01/17, the family once again moved to Belle Chasse. This year, the orchard owner told Matthew Hebert (Patty’s father) that the orchard has already hired all the H2A workers to work the crops and no more worker were needed. Patty’s dad started working as a janitor at Burger King for the remainder of the summer. The recruiter interviews the family on July 1st, 2017, in Plaquemines Parish.

Scenario 4 Jerry Jones grew up in Pineville, LA (Rapides). He dropped out of school at age 16 and decided to support himself. Unable to find a job, he moved to Jeanerette, LA (Iberia) on 08/01/16 and immediately applied at Ted Broussard Farms, Inc., for the sugar harvest. He submitted his application with the farmer, but he never heard back from the farmer because the farmer already had all the workers needed for the season. Jerry finally found work in Iberia with a local shrimper, on 11/09/16. The recruiter interviews Jerry on a shrimp boat in Jeanerette, on 07/01/17.

Scenario 5 Joshua and Jessica LeBlanc and their three school age children live Chauvin, LA (Terrebonne). Every summer Joshua and his two eldest son shrimp off the coast of the Grand Isle, LA (Jefferson). The three make a series of short duration moves during the season, on weekends. The first trip to Grand Isles was on May 29, 2016 and the three returned from the most recent trip on 11/06/16. They make more than 10 trips for 3 days each trip during the shrimping season. The recruiter interviews the family on 07/01/17.

Scenario 6 Robert and his mom (Anna Acosta) live in Lafayette, LA (Lafayette). Rob is 15 years old, and has lived in Lafayette for as long as he can remember. His mom has always worked in housekeeping at a local hotel, but recently the hotel permanently closed. Robert’s mom has family that own a large cotton farm business in Clarkton, LA (Malden). Desperate to secure some type of employment, Anna and her son move to Clarkton, on 05/13/16, to work hoeing cotton. Anna was able to work for three months. In September 2016, Anna receives news about a new hotel that has open in Lafayette. Anna moves back to Lafayette on 09/15/16 to apply for the work at the hotel and secure housing. Robert then joins his mom at the end of the school semester, on 12/20/16. A recruiter interviews the family in Lafayette on 07/01/17.

Scenario 7 Anna and Jose Martinez, along with their two young children, moved to Opelousas, LA (St. Landry) from New Orleans because of a possible opening at a dairy farm. They all arrived to Opelousas on 03/03/17. The recruiter interviews the family on 07/01/17, in Opelousas. During the interview, Jose explains that he began working at a dairy farm feeding and milking cows. Jose also shares that he plans to work until the end of July when the family plans to return to New Orleans so his children can return to their old school.

His wife and their four young children remained in San Antonio, TX until 05/01/17 when they moved to Natchitoches to be with Carlos. On 06/01/17, Carlos moved his family to Edgefield, LA (Red River) because he was able to secure larger and more affordable housing for his family. Mr. Garcia commutes every day from Red River to Natchitoches for work. A Recruiter interviews the mother in Red River on 07/01/17.

Scenario 9 Juan Palomino, a 21-year-old youth travels from Mexico to Tallulah, LA (Madison) for the sweet potato season. The youth made this trip every year for the past two years (2015 and 2016), always arriving on May 30th. This is the only work he has ever done. This year, the youth arrived on 06/20/17. The recruiter interviews the youth on 07/01/17 in Tallulah. During the eligibility interview, the youth explains that the work won’t start until the following week.

Scenario 10 Matthew and his wife (both 19 years old) are Burmese refugees who arrived from Dallas, Texas and were placed to work at one of the local nurseries in Forest Hills, LA (Rapides Parish). Neither finished high school. They arrive in Forest Hills on 02/07/17 and Matthew worked at a local nursery transferring plants for 2 months. When his wife decides she wants to be near her extended family in Grand Isle, LA (Jefferson), Matthew asked his friends if there is any similar work in Grand Isle. He was told about possible work with local shrimpers. The couple moved to Grand Isle on 3/30/17, but when Matthew applied for work with local shrimpers, he is told they were not hiring. Matthew is still unable to find work. The recruiter interviews the couple on 07/01/17.
