MD 30 (Hanover Pike) at Mt. Gilead Road August 10, 2016

Site

Safety 5 out of 7 crashed involved northbound traffic being rear-ended Crashes per year 2010 2011 2012 2013 2014 2015 Total Fatal 1 Injury 3 Prop. Damage 2 7 5 out of 7 crashed involved northbound traffic being rear-ended Crest in the roadway limits the sight distance at the intersection 5 out of 7 crashes occurred in August

Turning Movement Counts Traffic was counted on Tuesday 9/1/15 from 6:00 AM to 7:00 PM Two vehicles exited and three vehicles entered the driveway on the East side of the intersection Three pedestrians were counted at the intersection and one cyclist AM peak hour (PM peak hour)

Installed Improvements 1) Visibility Strips 2) Upgraded signing -Larger -Added Reflective Strip

Options reviewed and removed from further consideration Full color traffic signal Roundabout Lower crest curve in the roadway to improve sight distance Installing no left turn signs to prohibit left into and out of Mt. Gilead Road at MD 30

Options recommended for further consideration Left Turn Bay on northbound MD 30 at Mt. Gilead Road Intersection Control Beacon (ICB) Hazard Identification Beacon (HIB)

Left Turn Bay Concept

Left Turn Bay Concept Pros Cons Provides a separate left turn lane along NB MD 30 thus removing left turners from the through traffic Large cost for small number of left turners Significantly reduces the risk for rear-end crashes Does not correct intersection sight distance deficiency Maintains minimal shoulders for increased safety and bicycle compatibility NB and SB shoulders are narrower than existing Improved grade of Mt. Gilead approach to MD 30 enhancing visibility Requires utility pole relocation and purchasing right-of-way on the SB side 2 years plus to design and construct after funding is approved Estimated construction cost = $940,000

ICB (Intersection Control Beacon) MD 30 (Hanover Pike) at Bortner Road/Dover Road

ICB (Intersection Control Beacon) Install Intersection Control Beacon (ICB) at intersection. Beacon would flash yellow along MD 30 and red along Mt. Gilead Road. (12 months plus) Estimated Construction Cost = $125,000 (Will need approval to qualify for Traffic Management funding.) ICB (Intersection Control Beacon) Pros Cons Provides additional warning to motorists Does not correct intersection sight distance deficiency Identifies the location of the intersection beyond the crest Motorists wishing to turn left from NB MD 30 onto Mt. Gilead Road must still wait in the through lane for a gap in SB traffic Moderate cost compared to widening for turn bay There is concern that a flashing light will affect the the rural character of the roadway and adjacent residence 12 months plus to design and construct after funding is approved Estimated construction cost = $125,000

HIB (Hazard Identification Beacon) MD 128 (Butler Road) at Piney Grove Road (St Johns Church)

HIB (Hazard Identification Beacon) Install Intersection Control Beacon (ICB) at intersection. Beacon would flash yellow along MD 30 and red along Mt. Gilead Road. (12 months plus) Estimated Construction Cost = $125,000 (Will need approval to qualify for Traffic Management funding.) HIB (Hazard Identification Beacon) Pros Cons Provides additional warning to motorists Does not address intersection sight distance Moderate cost compared to widening for turn bay Motorists wishing to turn left from NB MD 30 onto Mt. Gilead Road must still wait in the through lane for a gap in SB traffic View of HIB from residence can be screened with landscaping 12 months plus to design and construct after funding is approved Estimated construction cost = $60,000
