GOVERNING LEGISLATION Ridgewood Avenue Safety Improvement Project FDOT Project Number: 426889-1-52-01 Federal Aid Number: 4857-050-P Florida Senate Bill 1842 (Enacted November, 2010) Federal Highway Act of 1968, as Amended Title 23 of United States Code, Chapter 1, Section 128 Florida Statute 339.155

TITLE VI & TITLE VIII COMPLIANCE This meeting is being held to give all interested persons the right to understand the project and comment on concerns to the Florida Department of Transportation. The meeting is being held to comply with Title VI of the Civil Rights Act of 1964, and Title VIII of the Civil Rights Act of 1968, as amended. Public participation is solicited without regard to race, color, national origin, age, sex, religion, disability or family status. PROPOSED IMPROVEMENTS Close median openings to reduce crashes and improve safety Install Directional Median Openings and Full Access Median Openings per current criteria (Directional Median Openings restrict left turn and through movements from side street approaches) Provide southbound to westbound right turn lane along Ridgewood Avenue at the Park Avenue intersection Install new pavement markings and traffic signs Maintain existing signalized intersections Maintain existing number of through lanes (no widening) No Right-of-Way required

WHAT ARE CONFLICT POINTS? Conflict Point = Area of potential interaction (collision) between two vehicles (Minor or Major) Minor Conflict Point = Typically results in less severe injury crashes (lower differential speed, or rear end, sideswipe, etc.) Major Conflict Point = Typically results in more severe injury crashes (higher differential speed, or head-on, right-angle, etc.) Before completing a vehicular movement, drivers must evaluate the potential for conflicts (minor and major) and these evaluations must often be completed simultaneously Vehicular Movement Median Opening Major Conflict Points Minor Conflict Points Left Turn (from Side Street) Full Access 5 1 Right Turn (from Side Street) Directional 2 U-Turn (from Main Line)

IMPROVEMENT JUSTIFICATION Recommendations and justification documented in an Access Management Study conducted by FDOT in 2009 Study considered reported crashes between 2005 and 2007 (135) and anticipated crash reductions Safety impacts to project corridor (per FDOT Study): Crash Type 2005-2007 Reported Crashes Reduced (%) Rear End 47 7 (15%) Angle 31 20 (64%) Left Turn 10 3 (30%) Other CRASHES REDUCED: 30 (22%)

ACCESS MANAGEMENT CRITERIA Access management criteria detailed in Chapter 14-97 of the Florida Administrative Code Access Classes 1-7: - Access Class 1 (High Speeds & Volumes; Minimal Access) - Access Class 7 (Low Speeds & Volumes; Maximum Access) Access management provides adequate length left turn lanes to promote corridor efficiency and safety Median openings should not be present within Functional Areas near signals = Storage + Deceleration + Reaction Areas (violates driver expectancy)

ACCESS MANAGEMENT CRITERIA SR 5 / Ridgewood Avenue Access Management Classifications: - Access Class 3 (South of Indian River Boulevard / SR 442) - Access Class 5 (North of Indian River Boulevard / SR 442) Per Chapter 14-97 of the Florida Administrative Code: Left turn lane lengths of at least 285’ are recommended to accommodate vehicle speeds along Ridgewood Avenue Access Class Full Median Opening Spacing Directional Median Opening Spacing Class 3 ½ Mile (2,640 feet) ¼ Mile (1,320 feet) Class 5 1/8 Mile (660’)

PRE-DESIGN EFFORTS Access Management Study completed in 2009 Public Information Meeting held October 2010 Design changes since Public Meeting: SB to WB Right Turn Lane added in November 2010 Emergency access median openings added in April 2011 to serve new City Fire / Rescue Station Additional study efforts since Public Meeting: Additional traffic data collected in December 2010 at Marion Avenue, Shangri La Drive, Turgot Avenue, Ocean Avenue and adjacent intersections Traffic data was analyzed by FDOT and it was determined that the volumes did not support proceeding to formal Signal Warrant Studies
