Concordat on Open Research Data Principles of the Concordat on Open Research Data (July 2016) between research funders and universities: Open access to research data is an enabler of high quality research, a facilitator of innovation and safeguards good research practice. There are sound reasons why the openness of research data may need to be restricted but any restrictions must be justified and justifiable. Open access to research data carries a significant cost, which should be respected by all parties. The right of the creators of research data to reasonable first use is recognised. Use of others’ data should always conform to legal, ethical and regulatory frameworks including appropriate acknowledgement. Good data management is fundamental to all stages of the research process and should be established at the outset. Data curation is vital to make data useful for others and for long-term preservation of data Data supporting publications should be accessible by the publication date and should be in a citeable form. Support for the development of appropriate data skills is recognised as a responsibility for all stakeholders. Regular reviews of progress towards open research data should be undertaken. Now need to develop the practical plans for this… https://www.jisc.ac.uk/news/concordat-on-open-research-data-launched-28-jul-2016 Signatories: HEFCE, UUK, RCUK and Welcome. Developed through stakeholder consultation with Jisc, universities publishers and BL. Acknowledgement of value, but it is a journey. Now we need to implement. Need systems in place, how much is this going to cost. Open Research Data TaskForce established as part of Tickell advice to government to recommend on what’s required to make this happen with an aspiration for UK to become world leaders in research. M25 RDM Briefing

Open Research Data Taskforce established 2016 To make progress on the UK’s journey to open data we need a sector led action plan. This will need to: Assess the current state of play across HEIs, research organisations and disciplinary groups, with consideration to the international landscape. Identify the range of options for building appropriate capacity and capability within the existing open research data infrastructure, including options for enhancements to infrastructure that might be needed, and measure the relative costs and benefits. Establish realistic ambitions for UK open research data and set out the steps required to achieve them, including detailing how changes to the infrastructure might further these ambitions. Consider potential costs to government and the sector. M25 RDM Briefing

Research Data Shared Service Overview https://www.jisc.ac.uk/rd/projects/research-data-shared-service M25 RDM Briefing

A **key** requirement The big GAP – so while there are solutions like Arkivum there is a gap in terms of curating for preservation – tools that allow file format identification, metadata and the creation of archival information packages – data integrity and even emulation …people haven’t got to deal with this yet , perhaps also the what to keep question. M25 RDM Briefing

Research Data Shared Service Timeline Milestones 2015-18 - Support consultancy work begins -Supplier Framework selected -Alpha Development -Alpha service tested and reviewed Business case decision -If go then begin transition to production service -Requirements - HEI Pilots Selected -Procurement commences -Beta Development -Feedback on Beta Service Apr 2015-Dec 2015 Jan 2016 – Oct 2016 Oct-2016 -June 2017 Jul 2017-Sept 2017 Oct 2017-Apr 2018 -Institutional survey -HEI and supplier workshops -Pilot HEI selection process -Detailed HEI requirements and technical architecture -Contracting commences -Development Phase -Contact additional early adopter HEI’s and promote Beta Service -Business planning and Begin Business Case -Market Research and Consultation -Beta to production planning -Promote service to institutions -Start on next phases one or two questions M25 RDM Briefing

Profile of respondents by Institution The survey gathered a total of 1,185 responses. Response rates – Plymouth 12.4% Cambridge – 11% Lancaster – 10.3% St Andrews – 15% RCM – 33% Mixture of career stages – 38% Postgrad students, but good mix of postdocs, lecturers, profs M25 RDM Briefing

Top 10 types of digital research data SOPs, genomic data, videos etc M25 RDM Briefing

Sensitive research data “It would be helpful to clarify the rules for storing anonymised data on cloud services. My departmental rules say this is never OK, however this seems to contradict University rules.” M25 RDM Briefing

Location of research data Professors vs. PGR Students Charts represent locations where at least SOME data is stored. All the same across career M25 RDM Briefing

University services to support RDM “Support is woeful in the university currently, in particular long-term data archiving is critically required. Most of my non-current data is rotting on CD's and hard-drives.” M25 RDM Briefing

Conclusions Filling a gap Advocacy Public datasets Uptake of RDM 75% of respondents look first to their institution to preserve their data Advocacy Only 16% of respondents are currently accessing university RDM support services Public datasets >70% recognise that research is a public good and should be publicly released Uptake of RDM Only 40% of respondents have a Research Data Management plan Metadata Only 18% of respondents say they follow established metadata guidelines Sensitive data 41% of respondents have some form of sensitive data 06/09/2016 Jisc Shared Research Data Pilot Meeting

Service MVP (Alpha) Note it is data as a top line BUT our solution WILL meet text requirements hence the OA / REF one here. M25 RDM Briefing

Service MVP (Beta) Some of the important issues and requirements that will be addressed in beta is the service approach to managing large datasets and storage and access management for sensitive datasets. The beta phase also covers significant development and improvements to the user experience and integration with additional institutional systems such as HR, finance and ethics. M25 RDM Briefing

Pilot MVP Components RDSS Component Offer Number of Pilots Requiring (total =17) RDSS Repository 14 RDSS Preservation 17 RDSS Reporting 14 (TBC)* RDSS Storage 16 * Under review as additional reporting options may be available, also differing offers from full dashboard/analytics to API only.
