Pipeline Monitoring and Maintenance 24/7 monitoring at remote control centres using sophisticated computerized sensing and control systems Equipped with automated leak detection alarms and shut-down devices Regular visual surveys of pipelines by aerial and ground patrols Sophisticated “in-line” inspection tools (pigs) inspect the inside of pipes to identify changes Maintenance Preventative maintenance programs including constant pipeline excavations and repairs

Emergency Response Immediately activate emergency response plans once a problem is identified at the control centre Dispatch crews emergency services Confirm, pinpoint and secure the area of an incident Ensure the public is out of harm’s way Respond immediately to pipeline leaks, using the best available technologies to restore pipeline systems and the environment

External Damage: Growing Safety Risk Activity within close proximity to pipeline poses greatest risk to public safety In US third party interference accounts for 16% of incidents but 31% of fatalities Increased education and patrols are essential, but activity on the ground is largely beyond the control of operating companies Missing critical elements to effective regulatory enforcement

Effective Damage Prevention Program Our damage prevention programs in Canada are missing three key elements: Mandatory One-Call System Universal One-Call 3-Digit Number Civil Enforcement Matrix

Damage Prevention Regulations Canada needs a comprehensive approach to damage prevention enforcement Goal: to reduce the number of unauthorized activities across pipeline easements This should include a system of graduated penalties to coincide with increasing levels of offence CEPA is seeking amendments to existing legislation to allow for a graduated civil penalty matrix To encourage behavourial change for those who chose to ignore existing requirements over pipeline right of ways
