LICENSE REGIME Before 1992, Fixed Network Service Was the Only form of Voice Telecommunication Service Available. First Mobile Service was Lunched in 1992. GSM was Launched in Ghana By Scancom in 1996 Ghana Telecom in 2000 Millicom in 2002 First WCDMA Network launched in 2008 Five Mobile Operators have been Operating WCDMA since 2011 LTE network Licenses were issued in 2013.

QoS/QoE MEASURMENT QoS/QOE KPIs and target have been enshrined in all licenses The Authority receives and verifies Performance Report from all licensed operators. The Authority has been conducting Independent QoS Monitoring and publishing results since August 2009 The NCA has been conducting QoE Survey to measure consumer satisfaction. In addition to the traditional way of accessing End-to-End QoS, the Authority in consultation with stakeholders will have to develop conventional ways i.e developing specific standards for the hybrid mobile network, wireless and wireline networks.
