The constitusional framework Article 17 The property is under the protection of the State, but the rights deriving from it can not contradict to the public interest. Article 18 Special laws define the ownership and disposal of mines, caves, archaeological sites and treasures, mineral springs, running and underground waters and generally underground wealth. Article 24 The protection of the natural and cultural environment constitutes a duty of the State and a right for everyone. Article 25 The rights of the each person as an individual and as a member of the society and the principle of the welfare state are guaranteed by the State. All state bodies are obliged to ensure their unhindered and effective exercise.

Conclusion Τhe recognition and full protection of property rights is necessary without withdrawing the right of environmental protection. The activist approaches to environmental issues lead to the violation of basic constitutional rights and endless recession society. Development can exist alongside environmental protection. The word “metro” is a Greek word, it means “balance” we gave it to the world so let us remember it and let's make it real in nowadays.
