House/Senate Mark Summary For FY 2017, the Administration requests for $2.93 billion for Indian Affairs, an increase of $137.6 million above 2016 enacted levels. House - $2.87 Senate - $2.85

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Tribal Government: New Tribes – Only funded in Senate not House. Small and Needy – flat in House. Above request in Senate. Road Maintenance – Above request in both House and Senate by $3m. Tribal Government Program Oversight – Increases not accepted in House or Senate.

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Human Services: Social Services – Both House and Senate funded increases but not at level requested. ICWA – House proposed decrease.

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Trust Natural Resources Management: Requested increases not accepted by either House or Senate excepting: Irrigation Operations and Maintenance – Senate accepted increase Rights Protection Implementation – House accepted increase, Senate accepted a partial increase but below request level. Tribal Management/Development Program – Senate accepted a partial increase below request level. Fish, Wildlife & Parks Projects – House accepted partial increase below request level, Senate proposed above request level increase.

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Trust Real Estate Services: Requested increases not accepted by either House or Senate excepting: Water Rights Negotiations/Litigation – Senate accepted 1.5m above 2016 level, but below request level.

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Public Safety and Justice: Criminal Investigations and Police Services – House and Senate funded above request level. (3m and 5.2m respectively) Detentions and Corrections – House and Senate accepted request level (1m increase). Tribal Justice Support – House and Senate funded at 2016 Enacted level.

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Community and Economic Development: Community Development Oversight – House accepted proposed increase. Executive Direction and Administrative Services: Assistant Secretary Support – House and Senate did not accept request level. Regional Safety Management – House accepted request level. Intra-Governmental Payments – House and Senate did not accept requested increase

Indian Affairs – House/Senate Mark House of Representatives Appropriations Bill, H.R. 5538 Senate Appropriations Bill, S. 3068 Bureau of Indian Education: Tribal Education Departments – House proposed increase above request (+1m) Student Transportation and Early Childhood and Family Development – House accepted requested increase and Senate accepted partial increase but below request level. Facilities Operations and Maintenance – Senate numbers appear to be transposed but at requested levels. Juvenile Detention Center Education – Senate appears to eliminate this funding but lack of direct wording makes this unclear. Johnson-O’Malley Assistance Grants (TPA) – House and Senate do not accept requested increase. Scholarships and Adult Education – House accepts requested increase and Senate does not. Special Higher Education Scholarships – House accepts requested increase and Senate does not. Education Program Management – House accepts requested increase and Senate does not. Education IT – House does not accept requested increase and Senate accepts a partial increase below request level (+2m).
