European standardisation of emission testing: Status, validation and future developments

Test methods Assessment ?

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

Mandate M/366

Mandate M/366 Purpose: Harmonisation of existing national regulations. Emissions of regulated dangerous substances.

Mandate M/366 Emissions under normal conditions of use. Existing standards shall be used wherever possible.

Mandate M/366 „Horizontal“ standard Applicable to all construction products covered by the mandate.

Mandate M/366 Validation is mandatory No publication of the standard without complete validation.

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

CEN/TC 351/WG 2

CEN/TC 351/WG 2 Members / Stakeholders Secretariat AFNOR (France) 115 registrated members (!) ~ 30 - 50 participants 10 meetings since 2006

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

Small changes, large effects Basis of the work: ISO 16000 ISO 16000-9 Emission test chamber method ISO 16000-6 Sampling, GC/MS ISO 16000-3 Formaldehyde and other carbonyl compounds EN 717-1 Emission test chamber Formaldehyde  needed because of existing regulations

Small changes, large effects Reasons for deviation from ISO 16000 Reduced margin for different handling Improved reproducibility and comparability Improved resolution and quantification of substances Adaptation to the technical progress

Small changes, large effects Examples for changes: Loading factors ISO 16000-9 No fixed values First draft Wall and ceiling Floor Sealants Latest draft Small surfaces Calculated emissions for products like radiators, doors, windows and their coatings lowered by factor 8

Small changes, large effects Examples for changes: Definition of TVOC Total area under chromatogram as Toluene equivalent Sum of individually quantified substances Up to 4 h of calibration for each analysis  up to 800 € higher costs for chamber test

First draft 50% rH +/- 3% EN 717-1 45 % rH ISO 16000-9 50% rH +/- 5% Small changes, large effects Examples for changes: Precision of chamber climate First draft 50% rH +/- 3% EN 717-1 45 % rH ISO 16000-9 50% rH +/- 5% EN 717-1 45 % rH +/- 3% Existing legislation not covered  two tests needed

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

Content of the latest draft

Content of the latest draft Horizontal method for construction products Purpose CE-marking 1. Scope ISO 16000, EN 717-1, others 2. Normative references Still to complete 3. Terms and definitions Service life phase Reference room of German AgBB-Scheme (larger / more realistic than ISO 16000) 23°C / 50 % rH / air exchange rate 0,5 h-1 Emission testing after 3d and 28d 4. Intended conditions of use, emission scenarios and reference room

Content of the latest draft Is completed according Technical Report on sampling Representativity of samples (number, location) Packaging, labeling, transport, schedule 5. Product Sampling Storage Preparation of test specimen 6. Handling of product samples in the laboratory Dimensions, loading factors, air exchange Pre-conditioning period No separate storage chamber 7. Test chamber conditions Analytical details Based on ISO 16000-6 Different GC column Definitions TVOC Method for Formaldehyde  ISO 16000-3 8. Determination of vapour-phase organic compounds in test chamber air

Content of the latest draft Concentrations   Emissions rates 9. Calculations Details of the test report 10. Reporting Simplified methods e.g. for production control Guidance how to show comparability 11. Indirect methods Emission cell Micro chamber Thermal extraction Headspace GC Further methods for Formaldehyde Determination of content Annex A (informative) Analytical methods for VVOC and SVOC Annex B (informative)

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

CEN/TC 351/WG 2 „Emissions into indoor air“ Validation project CEN/TC 351/WG 2 „Emissions into indoor air“ Not public Draft standard approved for validation 2010 Validation step 1 „robustness“ public Technical Specification - TS June 2013 Validation step 2 „round robin“ public EN standard Not before 2014

Validation step 1 „robustness“ Validation project Validation step 1 „robustness“ Variation of parameters  effects? Investigation of open questions and disagreed details Scientific work, funded by European Commission Call for tenders  several work packages

Validation step 2 „round robin“ Validation project Validation step 2 „round robin“ Interlaboratory comparison Investigation of reproducibility and comparability Important for accreditation of laboratories Financial aspects still open ?

The starting point: Mandate M/366 Standardisation process: CEN/TC 351/WG 2 Small changes, large effects Content of the latest draft Validation project Timetable and future developments

Timetable / Future developments 3/2011 Call for Tender 5/2011 Assignement Until 10/2011 Experimental work 12/2011 Final report 3/2012 Amendment of Draft TR Technical Report for formal vote: 10/2012 Technical Report available: 2013

Timetable / Future developments Future aspects Finalisation of the test standard earliest 2014, rather 2015 CPD  CPR : Adaptations needed? Further lifecycle stages to be considered ? Technical classes for emissions Further substances of concern: VVOC, radioactivity... New products in the scope of CPR?
