The “reasonable and necessary” cost principle, also known as the “prudent person” cost principle, requires: That sound businesses practices be followed. That amounts paid for items should be comparable to market prices. That purchases be tied to an important program objective (i.e. that a need is being met.) All of the above

During a recent MOA (Methods of Administration) visit, our district was cited for not having adequate accommodations for students with disabilities. The report requires us to make equipment modifications and to purchase some instructional aids. Can I use Perkins for these purchases? YES NO

In a recent meeting I heard about a new curriculum called PLTW (Project Lead the Way). Can I purchase this curriculum using Perkins funds? YES NO

In a recent program evaluation we discovered that most of our equipment in the Skilled and Technical Sciences program area is out of date. The industry representatives in our advisory committee recommended equipment upgrades to align with industry standards, and put together an acquisition calendar. Can we use Perkins funding to pay for the new equipment? YES NO

In an effort to increase enrollment and success in courses that prepare students for non-traditional careers, our district purchased promotional materials, including posters and flyers, geared toward encouraging girls to enroll in construction courses. Was this an appropriate use of Perkins funding? YES NO

Our state funding has ended for our afterschool STEM leadership program, but I want to the program to continue. I asked my budget analyst if we can cover this activity out of Perkins and she said no even though we have funding available. Why not? In looking over our expenditures for the year, it seemed like we were missing money. I checked with the budget analyst, and discovered that the district was charging an indirect rate of 15% on my Perkins grant. Is this acceptable? One problem we find in our district is that some students are not quite ready for the challenging concepts addressed in many of our CTE courses. One remedy we established to address this issue was to hire an instructor to teach these students the basic academic skills necessary to succeed in rigorous CTE courses. We are paying the salary of this instructor out of our Perkins grant, is this an acceptable use of funds? YES NO

Our district recently began administering Precision Exams in our CTE courses. We have not been paying for these tests out of Perkins. At WACTA this fall I spoke with another CTE Director who said that she is paying for Precision Exams, CCI exams, food handlers cards and various other certification tests using Perkins dollars.
