What is the KIP Survey? The KIP Survey is part of the Kentucky Governor’s Youth Substance Abuse Prevention Initiative. The Kentucky Division of Behavioral Health, with the support of the Governor’s Office of Drug Control Policy and the Federal Center for Substance Abuse Prevention, jointly sponsor the KIP survey. The intent of the survey is to anonymously assess the extent of alcohol, drug and tobacco use among Kentucky’s students, as well as a number of factors related to potential substance abuse (e.g., peer influences, perception of risk, mental health, bullying, school safety.) The survey is also used to evaluate the impact of prevention efforts aimed at reducing substance use.

KIP Survey (continued) Through a partnership with the Kentucky’s Cabinet for Health and Family Services, REACH Evaluation began administering the survey in 2003. The survey is now conducted bi-annually in the fall in even- numbered years (2014, 2016, etc.), with 6th, 8th, 10th, and 12th graders attending school in Kentucky communities. There is no cost to the individual school district- the entire administrative cost of the survey is borne by the Substance Abuse Prevention Program, Cabinet for Health and Family Services.

Student Confidentiality Extensive efforts go into assuring the anonymity of students who fill out the survey, and to insuring that no student feels coerced to participate. The KIP Training Manual includes instructions for setting up a confidential and orderly environment for administering the survey. Students are assured that they may skip any questions they do not want to answer. Student names do not appear on the survey forms and no one except the researchers sees the individual responses. The answers from all student participants are summarized, making it impossible to identify a particular student in the responses. All personnel involved in the administration of the KIP Survey are required to read the Statement of Confidentiality and Professional Ethics and sign the associated agreement.

KIP Survey Administration Classroom administration of the survey (including distribution, giving instructions, completing the surveys, and collecting the surveys) takes between forty and fifty minutes. School districts have some flexibility as to when to administer the scale within an approximate 6-week window (October through mid- November), and results are scanned, tabulated and reported in three to four months following administration. The next KIP Survey will take place in October 2018.

Paper or Online Administration Since 2008, districts have had the option of administering a paper-and pencil- version of the survey, or administering the survey online. The online option was designed to greatly reduce time demands on KIP coordinators and school districts, eliminate paper waste, and remove the burden of sorting and packaging surveys. We strongly encourage you to administer the KIP survey online in October 2018!

Participation In 2016, 149 out of 173 school districts administered the KIP Survey to students in grades 6,8,10 and 12. Jefferson County and Fayette County did not participate in 2016.

Why participate? KIP data functions as an invaluable substance abuse prevention planning tool for participating communities. KIP trend data allows communities to track progress of prevention efforts over time. KIP survey data is utilized for grant-writing and program planning purposes, as well as reporting National Outcome Measures (NOMs) for grants currently in place (e.g., Drug Free Communities/DFC grants.) The KIP survey is Kentucky’s largest source of data related to student substance use, as well as a number of factors related to potential substance abuse.

KIP Survey Results Each participating district receives a summary report, which is comprised of color graphs showing district averages for all KIP questions. Comparisons with the region, most of Kentucky (the other participating school districts), and (when available) a national score (e.g., from the Monitoring the Future national survey which uses the same items) are also shown on these graphs. District results are released to the superintendent and the designated KIP Coordinator only. REACH Evaluation does not release district-level information to outside parties without explicit written permission from the superintendent.
