Junior Doctors Contract 2016 An overview and update 18th November 2016 Tina Purcell, Hr Medical Staffing Specialist

Contents Key benefits of the new contract Implementation timeline Work schedules Rota reviews Pay Junior Doctors Forum

Key benefits of the new contract Fairer and encourages stronger safe guards to stop doctors working excessive hours (NHS Employers) Work schedules – setting out the working pattern/hours and the training opportunities available for each placement Exception reporting in real time – enabling doctors to raise exception reports where their work schedules do not reflect their actual rota Guardian of Safe Working Hours Pay – that reflects and recognises actual work done in particular out of hours and intensity

Implementation timeline Dates of transition to the new contract:- Dec 2016 F1 doctors taking up next rotation Feb – Apr 2017 Psychiatry, Pathology, Paediatrics, Surgical trainees in all disciplines Fs/GP Trainees taking up next rotation and sharing rotas in any of the above. Aug – Oct 2017 All remaining trainees taking up next appointments/rotations plus all new starters. -

Work Schedules Each trainee will have their own work schedule to achieve learning and service outcomes within contracted hours to include:- - working pattern - contracted hours/rota - scheduled duties - intended learning outcomes - periods of intended study / Specific Training - pay arrangements - generic work schedule adapted into personalised one

Rota Reviews We have undertaken a review of current rotas to identify where they do not comply with the new contract rules Medical Staffing will be liaising with Specialty and Rota Leads to review rotas This will involve engaging with doctors in training where rota changes are necessary

Pay Key changes to pay:- Flat rate basic pay for each grade Additional rostered hours above 40 at normal pay rate Enhancements for evening/night work Weekend allowance depending on the frequency of the shift/duty period on a Saturday or Sunday. On call availability allowance Pay protection – for doctors transitioning onto the new contract a cash floor amount is calculated which they would not be able to fall below. This is based on their basic salary plus banding as at the day before they moved over to the new contract.

Junior Doctors Forum A requirement under the new contract Meetings to be held at least quarterly Chaired by the Guardian of Safe Working Membership will also include Director of Medical Education, Junior Doctor BMA reps, LNC Chair, Medical Staffing and junior doctor representatives (to include less than full time trainees) To provide a platform of engagement for doctors in training to discuss any issues they have around working practices To discuss and agree the allocation of fines
