Herivololona Ralalarimana, National Focal Point Leveraging Land Degradation Neutrality through restoration initiatives The case of Madagascar Herivololona Ralalarimana, National Focal Point Development and implementation of strategies through national action programmes to achieve the objectives of the Convention in light of target 15.3 of the 2030 Agenda for Sustainable Development

Need to find balance between development and natural resource needs Scope Madagascar : a unique biodiversity Continuous demography pressure Degradation of natural resources which affects local communities livelihoods Need to find balance between development and natural resource needs  Sustainable development

On the ground A lot of initiatives based on the principles of the Rio Conventions : Most initiatives focus on biodiversity conservation linked to countries’ richness Climate change action addresses mitigation (mainly avoided deforestation and land use/land use change) and adaptation of ecosystems and local communities Limited resources for Sustainable Land Management initiatives  small-scale actions Necessity of a global framework to capitalize all good practices identified at pilot scale LDN provides a framework to enhance synergies among Rio Conventions

National Action Programme (2013 updated) 12 out of 22 Administrative Regions affected by DLDD (30,24% of the country) Priority areas : 27,8% of affected areas Simulation : Extension of affected regions expected to increased to 40,79 % in the 10 coming years  More integrated approach needed to address land degradation at landscape level

Land Degradation Neutrality Focus on multiple challenges Vision Land, the capital (inter sectoral challenge) Reference Baseline + Local livelihoods Mechanism for LDN Decentralization and land use planning Achieving Neutrality Local knowledge valorization, need of upscaling good practices Monitoring Capacity building at local and national scales

Land Degradation Neutrality Focus on multiple benefits Vision Linking sectors through LDN working group Reference Baseline set and validated by working group based on LDN indicators  common vision Mechanism for LDN Strategies contributing to LDN identified: AFR100, REDD+, NDC Achieving Neutrality LDN targets set and adopted by Council of Ministers  strong government commitment Monitoring Opportunity to verify is LDN targets are being achieved

Land Degradation Neutrality National commitment to achieve LDN by 2030 Policy measures on territorial planning and sectorial strategies (integration of LDN as one of the main principles) Technical measures to achieve AFR100 commitments through sustainable agriculture (200 000ha per year) 400 000ha of FLR (green infrastructures)  Need of transformative projects at landscape scale
