Principles Review Training Plan To build the human capacity in the region, particularly in areas of greatest need and greatest historical disadvantage.   To maintain, develop, and enhance the national and regional infrastructure and co-operation needed to support fisheries-related marine science and technology in the region To assist the countries in the region in achieving self-sufficiency in marine science and technology, so that the living resources of the Benguela ecosystem can be managed rationally on a sustainable basis for the benefit of the local inhabitants. Formal training via academic institutions Guidelines Formal training via academic institutions In-service training via projects Review Training Plan Bridging the capacity gap between north and south in the region is seen as a top priority – The transfer of skills and expertise between partner countries will help to reduce the capacity gap between them - BENEFIT will strive to promote regionalisation of training standards in order to eventually remove the disparities between existing standards Structures in Place Review success From an oceanographic perspective, priority will be given to training pertinent to the Benguela current system and those waters bordering on and interacting with it. Identify Problems Preference will be given to local rather than overseas education of trainers and trainees whenever possible. Overseas training will be supported where local facilities are inadequate. Recommend Approach Training capacity in the region will be developed through the sharing of expertise wherever possible.
