Safe Schools Program Campus Orientation 2017-2018 August 21, 2017

COMPREHENSIVE SAFE SCHOOL PLAN Texas public schools are required to comply with Texas Education Code 37.108, dealing with preparation of a “Safe School Plan.” Each school shall adopt and implement a multi-hazard emergency operations plan for use in schools. The plan must address mitigation, prevention, preparedness, response, and recovery as defined by the Commissioner in conjunction with the Governor’s Office of Homeland Security.

COMPREHENSIVE SAFE SCHOOL PLAN The plan must provide for: District employee training in response to an emergency; Mandatory school emergency drills exercised to prepare district students, employees and visitors for responding to a crisis incident Board Policy CKC (Local); Coordination with District Crisis Management response Team (DCMRT), law enforcement, fire department and other first responders in an event of a crisis incident; and The implementation of a multi-year security audit.

SAFE SCHOOL PLAN PHASES Mitigation and Prevention Focused on known hazards; Known hazards should be reviewed at the beginning of each semester by the campus safety team; The Emergency Operations Plan (EOP) must be revised once each semester to reflect the mitigation and prevention changes; and Coordination with DCMRT, law enforcement, fire department and other first responders is required during an actual event or incident.

SAFE SCHOOL PLAN PHASES Preparedness Focused on practical responses to known threats; Four response types include fire drill (evacuation), lockdown, severe weather and shelter-in-place; Coordinate drills with the Security Department and the Office of Emergency Management to ensure appropriate response behavior; and Participate in quarterly district-level Safe School Meetings.

SAFE SCHOOL PLAN PHASES Response Focused on a response to a known threat; Coordination between campus administrators, the YISD Incident Commander, YISD Safety Officer, DCMRT and El Paso first responders; and Conduct quarterly DCMRT Meetings to practice large scale exercises and review after-action reports of recent incidents.

SAFE SCHOOL PLAN PHASES Recovery Focused on recovering to a normal instructional setting; Coordination with the YISD Incident Commander, DCMRT and District Departments; and Maintaining critical information backup and procedures to ensure both short-term and long-term function of District and Campus services.

SAFETY DRILLS PROCEDURES Practice to improve … Setting campus and personal goals will improve reaction time to a given incident; Conducting after-action review is critical to improvement; Documenting drills and respondents behaviors will assist with the after-action review process; and Remember, seconds saves lives!

EVACUATION DRILL Purpose: Staff, students and visitors evacuate the building when it is more dangerous to stay in the building. Drill Procedures: Staff and students calmly exit the building on predetermined primary or secondary evacuation routes. Staff are responsible for all visitors in the building and must take extra care in ensuring their safety. Staff are required to become familiar with evacuation routes and all applicable evacuation procedures. Review the drill fact sheet found in your EOP.

LOCKDOWN DRILL Purpose: Staff, students and visitors take actions to minimize harm to themselves and others. Drill Procedures: The drill begins by announcing, “Lockdown, Lockdown, Lockdown. This is a drill.” Staff and students move into nearest secure room. Individuals outside the building should not enter the building. Staff should lock their doors, cover door window, and turn off the lights. Avoid noise and silence cell phones. Disregard any intercom announcements. The drill is only terminated by clearing rooms one-by-one. Review the drill fact sheet found in your EOP.

WEATHER-RELATED DRILL Purpose: Staff, students and visitors move to areas of greatest safety during severe weather. Drill Procedures: The drill begins by announcing, “Conduct your severe weather procedures. This is a drill” Staff and students move into designated safe locations. Staff may continue work if the situation allows it. The drill is terminated by announcing “All clear! Return to normal schedule.” Review the drill fact sheet found in your EOP.

SHELTER-IN-PLACE DRILL Purpose: Staff, students and visitors stay indoors because of an environmental/chemical/nuclear threat outside. Drill Procedures: The drill begins by announcing, “Shelter-in place. Close all windows and doors, and turn off air handlers! This is a drill.” Staff and students will shelter in designated rooms. All visitors will be escorted to the nearest secure room. Staff should mock locking and sealing doors and sealing windows.

SHELTER-IN-PLACE DRILL Purpose: Staff, students and visitors stay indoors because of an environmental/chemical/nuclear threat outside. Drill Procedures: Staff will await further instructions. Account for all staff, students and visitors. Drill is terminated by announcing “All clear! Return to normal schedule.” Review the drill fact sheet found in your EOP.

Modified Lockdown Purpose: Staff, students and visitors stay indoors with exterior, exit doors locked and secured. Drill Procedures: Staff will await further instructions. Account for all staff, students and visitors. Teachers and staff will conduct normal business and continue instructing students. Students, teachers and staff will be brought into the facility for their safety and security. Drill is terminated by announcing “All clear! Return to normal schedule.”
